It was made due to the COVID <br />emergency and was only approved to extend for 60 days after the emergency declaration was <br />th <br />lifted. At June 15, 60 days is the middle of August, which is still busy season. Summer restaurants <br />won’t want to see their outdoor seating disappear. There is some draft legislation being discussed. <br />th <br />Would the Board consider extending the outdoor dining allowance until October 11 (Columbus <br />Day/Indigenous Persons weekend), the end of our season? Restaurants with liquor licenses will <br />also have repercussions the Select Board as well. <br /> <br />Mr. Baumgaertel would like to allow outdoor seating as it reduces indoor numbers. It pushes their <br />total seating a lot higher than normal. They could still be fully packed indoor/outdoor. This is great <br />for business, but something to consider for wastewater and other issues. <br /> <br />Mr. Virgilio feels that because Mashpee is so seasonal, he favors the business owner. <br /> <br />Ms. Patel mentioned people won’t be comfortable dining indoors so it’s a reasonable thing to be <br />fair for the busy season. <br /> <br />Mr. Harrington commented that those restaurants who want to maintain outdoor seating will <br />have to come before the Board on an individual basis next spring. At that point, they can look into <br />any concerns that may have come up, or look at sewage flows for individual facilities. <br /> <br />Mr. Harrington continued, the Fire Department administered 1,164 doses of COVID vaccine to <br />Mashpee residents at clinics and homebound. The Fire Department and the Community Health <br />Center have coordinated all of the clinics. A minimal amount of 16-19 year olds were performed <br />at the school and clinics for the 12-15 year olds are being scheduled now. Few participants going <br />to fairgrounds so it will be phased out as vaccination site but will be used as a testing site. VNA <br />nurses have been used at several of the past clinics and are scheduled for clinics coming up to <br />perform second dose administration. <br /> <br />Mr. Harrington has not heard of any restrictions for events. Masks are recommended for <br />compromised but not required except for healthcare settings and public and private <br />transportation. <br /> <br />NEW BUSINESS <br />1. Review and approval of meeting minutes. There were no minutes prepared for review. <br /> <br />2. Review and approval of expense warrants. It was understood that expense warrants would have <br />to be signed outside of the meeting, due to there being no Board members physically present. <br />There are three to be signed, Board members will take care of it this week. <br /> <br />3. Title 5 Variance Request – 33 Sturgis Lane. Mr. Harrington commented that a variance is being <br />requested from Title 5 to allow a proposed slab foundation to be constructed 4.9 feet from an <br />existing 1500/500 gallon septic tank/pump chamber. A 40 mil membrane is being proposed to <br />mitigate the variance. The plan states that the property is not in a Zone II but the property lies <br />within the Belcher Well Zone II. The property was approved for two bedrooms during an <br />emergency upgrade that was done with a three-bedroom capacity Soil Absorption System in 2006. <br />In order for the three-bedroom dwelling to be constructed, a septic inspection must be <br /> 3 <br /> <br />
