Review of Compliance – 257 Monomoscoy Road. Mr. Harrington commented that the certified
mail came back but not the first class mail for the Breen’s (seller). A new order letter was sent to
the Delmans (buyers) who received the letter on May 27, 2021. The new owner has 30 days to
perform the septic inspection. His recommendation is to take no action until the 30 days have
elapsed or a fine will be issued to the Breen’s of $250.00 for selling without an inspection.

Mr. Harrington stated the buyer of the property lives in Sandwich. They have 30 days. He would
like to review this the first meeting in July to see that septic inspection has been performed. At
that point he would say if it is not done the dwelling should be condemned. He hoped when he
sent the seller the letter they would attend. The seller didn’t respond. The buyers who accepted
the letter are still within their time frame.

Mr. Baumgaertel asked if this was a cash sale, to which the response was yes. He would like to
continue this to next meeting to give buyers opportunity to take care of things on their end.

2. COVID-19 Update. Mr. Harrington commented that as all the guidance has been rescinded and
enforcement has been reduced to very limited in nature, he thought he would forgo the COVID
Update and focus on the COVID Vaccination Plan.

Mr. Harrington went on to say the contract and money for the VNA has run out. He is looking to
find additional money to pay last three months bills for VNA contact tracing and clinic nurses. The
American Rescue Plan Act funds (ARPA) will be applied for to pay for the overage. The Accounting
Office is researching how to apply for the funds. The homebound are essentially done and he is
awaiting final numbers from the Community Health Center, Fire Department, and VNA. There is
money available, just have to figure out how to get to it. The town will get over $1.4 Million
through ARPA. There is a particular application process for government to obtain money. Labor
expended on vaccination clinics and contact tracing would be directly applicable as it deals with
COVID. They are in the process of figuring out the application.
1
