Mr. Virgilio can’t believe the town is in this position with the billions of dollars statewide.

Mr. Baumgaertel wishes the money got to them quicker. He inquired about the $20,000 that was
requested from Town Meeting, he was not there and is wondering if it was awarded.

Mr. Harrington stated the $20,000 was approved and is available for FY 2022. At the time the
clinics were going to happen after July 1, that is why the money was put in for next fiscal year. It
just so happened the vaccine was made available sooner and all the clinics and general public
st
were allowed to be done before July 1. Vaccines are available on a walk in basis now.

Mr. Baumgaertel referenced the emergency stabilization funds. The town has enough money to
afford three months of VNA service. Is it worth pursuing something like that in the interim? Would
the Town Manager be open to something like that?

Mr. Harrington commented the Town Manager is open to that. Federal funding hasn’t been ruled
out. He is hoping the avenue is not request through emergency funds through finance committee,
but he isn’t ruling it out.

Mr. Baumgaertel hasn’t investigated this but wonders if ARPA funding will cover expenses
incurred before receipt of the funds. If the town could outlay the cost out of emergency then be
reimbursed with funds from ARPA.

Mr. Harrington learned that funds coming from federal and state have timelines of when to be
used. He will look into the possibility that if the bill is paid from previous fiscal year’s budget there
would be reimbursement.

Mr. Baumgaertel noted the APRA funds have to be used by Dec. 31, 2024 for COVID relief including
premium pay for workers, water quality, and infrastructure projects.

Mr. Harrington will figure out the money aspect, but he would like to report Mashpee is down to
one case. There were 4 the previous week.

Mr. Baumgaertel is nervous about heading into a busy summer.

Mr. Harrington has the schedule before him and he would like to move the meetings to once
monthly while the office works on training new folks and getting everyone caught up.

Mr. Virgilio thinks the meeting time should change and feels if the Department gets overloaded
to a backup condition they need to be given time to sort it out. He would like to limit the meeting
time, getting out at 9:00p.m. is too late.

Mr. Harrington agreed to move the meeting to 6:00p.m. With COVID not as prevalent, he will be
bringing up older stuff that needs attention, and projects that were pushed off.

Ms. Patel is fine with 6:00p.m. start time.

Mr. Baumgaertel noted the earlier the better. He wanted to add that going to once a month the
meetings will still run later because they are cramming more into the agenda.

2
