Ms. Depina noted they have new five foot boards on the trailer. They live on Quashnet Road.

Mr. Harrington added that sewage haulers are $100.00 per truck. With the new online system
there are several lines and to list of all vehicles. He recalls 1-800-Got-Junk, they see 3 trucks in
town and 14 were inspected. They pay $500.00. Once they get to 5 trucks they’d be at $500. That’s
the maximum they charge and it’s fair.

Ms. Depina said eventually they may upgrade the truck or the trailer, but they live in a residential
neighborhood. She would not be allowed to park many vehicles if she wanted to.

Mr. Harrington commented that every time containers or dumpsters are uses they automatically
increase to $500.00 fee. Even that one dumpster could be moved around and taking runs. That’s
a good blanket statement to have. If you’re going to use containers there is a $500.00 minimum.
Where this is a trailer that stays attached to a truck and is out of a home, they wouldn’t be able
to have anything at their house overnight. The Board would certainly hear about that. If there is
an odor they will also hear about it. He can’t stress enough, no piling of anything.

Mr. Baumgaertel thinks the reduce fee needs to be entered into fees.

Mr. Harrington remarked that the license plate number is on the sticker that is issued.

There being no further comments or discussion, Kripani Patel moved to approve My Cousin
Vinny’s Junk Removal to have a refuse haulers permit at a reduced fee of $100.00 per truck,
should business increase to five or more trucks, there would be a charge of $500.00 at that point.
Motion seconded by Ernest Virgilio. Roll call vote: Ernest Virgilio (yes); Kripani Patel (yes); Brian
Baumgaertel (yes). VOTE: Unanimous (3-0).

5. Review of Short-Term Rental & Title 5 Compliance – 24 Clover Lane. Mr. Harrington commented
that the owner of the property submitted an application for a short-term rental (STR). An
inspection was performed by Joe Callahan, Code Compliance Inspector and more bedrooms were
observed than what was on record at the Board of Health, so the request for STR permit was
denied. The owner is requesting review for what to do to rectify the situation. The owner has
provided a copy of the floor plans and after review of the floor plans two of the rooms labeled
8x8 do not meet the bedroom definition due to size (64 SF <70 SF min.). The office has a door on
it which can be opened up to six-feet taking away the privacy of that room. This would bring the
property into compliance.

Rich and Martine Polanta, homeowners, introduced themselves for the record. They have 7
children ranging in ages 26-11. When they purchased this house in November, it was perfect. It
was sold as advertised on MLS as a 4 bedroom, already approved by the town, and met their
needs. Then they decided they wanted to rent it out for a year or two. They were told it was not
compliant. He would like the Board to take into consideration that they purchased a house that
had many sins of the past. He is requesting consideration to allow use of the home as it was sold
to him as a 4 bedroom.

Mr. Harrington noted that this house has a long and sordid past.

Mr. Baumgaertel sees there is something on file from 1990. He is wondering what the original
design plan looked like.
6
