Health Agent
Ernest Virgilio,Vice-Chair Glen Harrington, Health Agent
Kripani Patel, Clerk
Chair Brian Baumgaertel called the Board of Health meeting to order at 6:03 PM.
OLD BUSINESS
1. Review of revised Septic Design Plan-100 Great Neck Road North. Ernest Virgilio recused himself
for this portion of the meeting. At the last meeting, the Board and Agents discussed comments
after reviewing the design plans prepared by BSC Group. The revisions had been made by the
engineer and the plan was re-submitted for final approval. Mr. Harrington stated that he had no
further comments on the plans except for the approval conditions, which he listed for the Board.
The DEP Approval Letter for General Use of the Singulair Treatment System requires a deed notice
to be recorded at the Registry of Deed along with design and installation certification by the
Singulair and Perc-Rite manufacturers. An operation and maintenance contract is required
between the owner and a certified operator.
Chair Baumgaertel asked if only an 0&M contract is required or if monitoring also needs to be
completed. Mr. Harrington answered that he would require annual field testing. Chair Baumgaertel
stated that, since the main concern is nitrogen removal, then monitoring should be required. He
wanted to make sure that the system is actually performing the way it should; therefore, he
recommended quarterly monitoring for each system to ensure they are performing as they should,
consideringthe year round high flow usage. Mr. Harrington recommended quarterly testing for two
years, and Chair Baumgaertel agreed to that, with bi-annual after the two years, unless they can
prove that the system is performing using data from the previous two years to reduce testing to
once a year. Mr. Harrington confirmed an additional condition that the laundry be for use by
tenants only.
There being no further comments or discussion Kripani Patel motioned to approve the proposed
septic system design plan for 100 Great Neck Road North that includes three septic systems with
the Singulair Treatment System, two pressure distribution soil absorption systems, and one Perc-
Rite Drip Dispersal soil absorption system. The conditions for approval were as follows:
