3
Community Preservation Committee
Minutes
January 5, 2023
Robert C. SharkeywKevin and Nancy Sharkey Purchase of Lakefront ProperonmSantuit Pond
9kSantuit Lane,,Mashpee (continued)
The Sharkey's indicated in their application their first preference is to transfer the property to the
Town-of Mashpee for use as conservation/recreation property. If the project was supported by
the Community Preservation Committee and approved at the May 2023 Town Meeting the
applicant has indicated the structures would be removed by the applicant.
It was disclosed the Planning Board discussed the possible acquisition of 9 Santuit Lane. One
member recommended to not purchase the property. Other Planning Board members were
neutral to negative. Comments include;the property is not on the priority list for open space
purchases, and the road is private, narrow and in poor condition. The site is not substantial for
public access and there is a lack of appeal to attract persons to an open space site located on
polluted waters. There is also concern regarding the existing structures,a small cottage and
cesspools at the site location.
Discussion followed. It was agreed the property is a small lot having frontage on Santuit Pond.
If the land is purchased with CPA funds the structure would be demolished and the septic tanks
disengaged. Development would be limited. The site would most likely become an open parcel
owned by the Town of Mashpee to protect Santuit Pond from further development and
degradation.
It was suggested the CPC conduct an appraisal of the subject property to allow the Town to
move forward with the project to keep the property in que if the private sale is not agreed upon
and/or as an option to make a counter offer on the sale.
William Mee 13,0,Sw .
In .mmm,31 Asume w474 Main Affordable
ousing
Acgmsitionm
CPC member Mary Waygan, an abutter recused herself from the discussion and voting on this
matter, and left the room.
Evan Lehrer, Town Planner acting as the spokesperson for the Affordable Housing Trust
indicated the previous septic design plan related to past interest in the subject property made note
regarding the existing fill being comprised of logs and rocks 5-10' below grade. It was
recommended the matter be deferred to the Board of Health and DPW for investigation and soil
testing.
It was also recommended that a Request for Interest(RFI)be issued to gain attention and interest
in this property for the development of affordable housing.
