Review of Compliance—48 Tri-Town Circle. Mr. Harrington commented that on August 4, 2021, <br /> the Mashpee Board of Health was called to 48 Tri-Town Circle by the Mashpee Fire and Police <br /> Departments due to the reported living conditions. As the occupant, Deborah Soldana, was not <br /> present to grant access, the inspection was performed at the entry door to the dwelling. The <br /> Health Agent and Assistant Health Agent performed the inspection in accordance with the State <br /> Sanitary Code. Photographs were taken from the entry door to document the condition of the <br /> dwelling. At no time did a Health Agent enter the dwelling. <br /> Among the violations observed from the entryway, three were observed to have the potential to <br /> endanger or materially impair the health or safety and well-being of the occupant, including a <br /> large amount of clutter that blocked the sink, the second means of egress, and most of the <br /> habitable space visible from the doorway. No odor/filth was observed. <br /> On August 6, 2021, Health Agents returned to the property and encountered Ms. Soldana sitting <br /> outside. They did not access the interior of the dwelling. Ms. Soldana stated that she was <br /> commencing a major clean-up of the dwelling, with the assistance of her daughter, Nauset <br /> Disposal and Elder Services. It was explained to her that the conditions in the home were unsafe <br /> and,if they remained uncorrected,could result in condemnation of the dwelling. She was advised <br /> that Health Agents would be returning in a week or so to see her progress. <br /> On August 11, 2021, Health Agents returned to the property for a scheduled meeting with Ms. <br /> Soldana. An order letter w/a hearing date of September 2,2021 was hand-delivered at that time. <br /> Health Agents did not access the interior of the dwelling; however,observed from the entry door <br /> that a significant amount of clutter had been removed, and pathways had been cleared to the <br /> extent that occupants could safely exit the dwelling through the main doorway in an emergency. <br /> Ms. Soldana indicated that Nauset Disposal was scheduled to pick-up additional boxes and large <br /> items in the next week, and Elder Services had agreed to assist her through their"heavy chore" <br /> program. She stated that she would cooperate fully, as she did not want to be put out of her <br /> home. <br /> 1 <br />
