The new SAS is proposed 5 feet from the new garage slab, 11 feet from the bulkhead <br /> and 14.7 feet from the cellar wall. These distances require a variance from Title 5 and an approval <br /> from the Board. Standard mitigation for these setbacks is the placement of a 40 mil thickness <br /> liner/membrane along the foundation or to provide the proper setback of protection. In this case, <br /> the designer has shown the liner at the garage foundation. <br /> There being no further comments or discussion, Ernest Virgilio motioned to approve the Title 5 <br /> variance for 23 Jeep Place with conditions; 1)the liner is installed along the foundation of the new <br /> garage and 5 feet from the SAS in a strip out excavation to provide protection to the bulkhead <br /> and cellar wall.2)The professional land surveyor shall stake the proposed SAS in the field. Title 5 Variance Request — 74 Degrass Road. Mr. Harrington commented that a new garage <br /> addition with a bedroom above is being proposed at this address. The garage slab would be 8 <br /> feet from the existing SAS—a 2 foot reduction from the minimum setback requirement. Board <br /> approval is required for this Title 5 variance. Standard mitigation for these setbacks is the <br /> placement of a 40 mil thickness liner/membrane along the foundation. The property is in a Zone <br /> II. It is permitted for three bedrooms,and there are three existing bedrooms in the dwelling. The <br /> owner is proposing to replace the doorway of the smallest bedroom with a 6 foot cased opening. <br /> By eliminating the privacy,the room would no longer meet the definition of a bedroom, and the <br /> property owner would be permitted to add a new third bedroom over the proposed garage <br /> addition. A recent passing Title 5 inspection report is on file with the Health Department.Jeremy <br /> Frye, 74 Degrass Road, introduced himself for the record and stated that it is not a room above <br /> the garage that he wants, but a room and a bathroom,just an addition. Ms.Willander asked why <br /> Mr. Frye is changing the bedrooms. Mr. Frye commented that his children are getting older and <br /> need more space, therefore the addition will serve as master with a bathroom while the really <br /> small bedroom will turned into a closet. Mr. Harrington asked if there will be a full foundation or <br /> a slab. Mr. Frye answered a slab. Mr. Baumgaertel asked if we need a floorplan for an addition. <br /> Ms. Patel questioned the plan and what looks like a deck. Mr. Frye explained that the porch in the <br /> front is very small and there is an entrance to the basement that Mr. Frye believes to be unsafe. <br /> He proposed to bring the porch level with the front and shorten the porch a bit and pour <br /> foundation near the entrance of the bedroom and that will give safe access to the basement. <br /> There being no further comments or discussion, Ernest Virgilio moved to approve the variance for 74 <br /> Degrass Road with conditions; a 40 ml liner to be installed along the foundation of the new addition <br /> and 5' from the SAS and the doorway to the smallest bedroom be replaced with a 6' cased opening, <br /> to be verified prior to the issuance of the Certificate of Occupancy. Commercial Site and Septic Plan Review—41 Mercantile Way. Mr. Harrington, Ms. Willander and <br /> the Board discuss whether or not the engineers need to be present to present the intentions of the <br /> plan. There being no further comments or discussion, Kripani Patel motioned to continue the <br /> discussion of the Commercial Site and Septic Plan for 41 Mercantile Way review to the next meeting. <br /> Motion seconded by Ernest Virgilio.
