There being no further comments or discussion, Kripani Patel motioned to continue the hearing <br /> to a time with a full board. Motioned seconded by Ernest Virgilio. Roll Call Vote: Ernest Virgilio <br /> (yes), Kripani Patel (yes).VOTE: Unanimous (2-0) <br /> 3. Santuit Pond survey update: <br /> Mr. Harrington commented that there will be a joint meeting with the selectmen Monday night. <br /> One of the topics will be the area around Santuit Pond for the 100 foot and 300 foot septic <br /> inspection and septic pumping requirement order letter that the Health department sent out. <br /> Memos and letters have been prepared which will be sent out.There are 121 abutters and at this <br /> point there are 60 properties that are fully compliant.There are 21 additional properties that have <br /> pumped but are waiting on inspections. Right now there are 16 failed cesspool systems. <br /> Mr.Virgilio was concerned that an area had one requirement and other parts of town have other <br /> requirements. He foresees future opposition as sewers are coming. He also does not want failed <br /> systems to pollute the water. The Board members discuss potential issues. <br /> NEW BUSINESS <br /> 1. Review and approval of expense warrants. Brian Baumgaertel, Ernest Virgilio and Kripani Patel <br /> all signed the expense warrants. <br /> 2. Review of request of Title V variance— 192 Ninigret Avenue. Mr. Harrington commented that <br /> the design plan submitted is to repair the failed septic system at 192 Ninigret Ave. The system <br /> failed by regulation due to the lack of the required 4 feet to Groundwater from the existing SAS. <br /> The proposed design plan includes a FAST 1500 gallon septic tank, a 1,000-gallon pump chamber <br /> and a raised 30'x 15'leach field in concrete retaining walls. The plan must be approved at a public <br /> meeting after the abutter has been notified due to a setback variance to the northern property <br /> line. The abutter was notified and the certified mailer was provided by the designer. The plan <br /> has been reviewed with comments and subsequent revisions made. <br /> The variances requested are; 5 feet to the property line to an abutter,7%feet from the leaching <br /> to the property line, 6%2 feet from the foundation to the proposed SAS, a 25% reduction in size, <br /> separation from groundwater from 5 feet to 3 feet, and to sleeve the waterline as it is within 10 <br /> feet of septic tank and pump chamber, and finally a variance to use the FAST system. <br /> The homeowners were present to answer any questions as the engineer was sick. <br /> There being no further comments or discussion, Kripani Patel motioned to approve the variances <br /> and design plan for 192 Ninigret Avenue with the conditions that the alternative septic system be <br /> installed and maintained with an annual 0 & M per the DEP Remedial Approval letter. Motion <br /> seconded by Ernest Virgilio. Roll call vote: Ernest Virgilio (yes), Kripani Patel (yes). VOTE: <br /> Unanimous(2-0) <br /> 3. Review of Board of Health Budget. <br /> Mr. Harrington commented about budget and COVID impact on the budget. <br /> 2 <br />
