the meeting, the connection of innovative/alternative septic systems to the new sewers was <br /> discussed. As Title 5 allows I/A's to remain, the Sewer Commission would like the Board of Health <br /> to change that requirement via a new regulation. A draft regulation has been created using the <br /> Chatham Board of Health Sewer Regulation, The current regulation allows I/A's to remain if the <br /> system has not been in use for 10 years. If the I/A system is 10 years old or if the operation and <br /> maintenance of the system has not been in compliance then the property gets connected. The <br /> regulation also stipulates connection in 30-days if the property with an I/A transfers ownership. <br /> Other criteria the board may consider is the fact that the I/A was utilized to obtain more bedrooms <br /> where nitrogen credit was taken or a reduction in the depth to groundwater. The location of the <br /> I/A can be considered if it is located in a Zone Ill of a community supply well or in an area where <br /> the CWIVIP states that all septic discharges must be removed from that watershed. <br /> Mr. Harrington commented that a connection requirement should be made for properties with <br /> failed septic systems identified during BOH septic surveys or systems granted extensions by the <br /> BOH shall connect within 30 days of notice of sewer availability, <br /> other comments for amendments for the draft regulation is to add to abandonment reference in <br /> Title 5 to Section 2.f along with the abandonment fee of$25. In Section 4 the fine should be $50 <br /> to be consistent with the Sewer by-law. <br /> Mr. Harrington recommended a discussion about the options for the connection of I/A's. Choose <br /> the options for the regulation. The non-compliance of I/A's will most likely cause the majority to <br /> be connected up. Very few have clean records whien it comes to 0 & M. <br /> Board members discussed different aspects of the Draft Sewer Regulation. <br /> There being no further comments or discussion, Kripani Patel motioned to end the Board of <br /> Health 12/16/2021 meeting at 8:20 PM.
