Town of Mashpee <br /> Planning Board <br /> Minutes of Meeting <br /> August 20, 2008 <br /> The Town of Mashpee Planning Board Meeting was called to order in Conference <br /> Room fl, Mashpee Town Hall, 16,Great Neck Road North, Mashpee, Massachusetts at <br /> 6:00 p.m. on Wednesday, August 20, 2008. <br /> Planning Board Members present: Dennis Balzarini,Vice-Chairman (6:40 p.m.); <br /> Beverly Kane, Chairman; James Leonard; Joseph Mullin(6:30 pm.); Thomas O'Hara; <br /> and Mary Waygan,Associate Member. <br /> Also present: F. Thomas Fudala, Town Planner; Thomas May, GIS Coordinator; <br /> and Charles Rowley, Consulting Engineer. <br /> Cape Cod Commission Staff. Phil Dascombe;and Glen Cannon, Transportation, <br /> A quorum being present the Chairman called the Meeting to order and called the <br /> first order of business. <br /> Discussion <br /> Douglas Storrs/Mashpee Commons LLC <br /> Proposed Development Agreement <br /> Traffic, Transportation, Road Network <br /> The Chairman recognized Douglas Storrs who suggested that,the theory regarding <br /> traffic and transportation has hardly changed. He made reference to a map indicating that <br /> Mashpee Commons controls almost both sides of Route 15 1, Route 28, and Great Neck <br /> Road;they are in a position to,control the number of curb cuts. He made reference to the <br /> traffic signals at the Fire,and Police Stations,as well as Stop,& Shop, stating that he feels <br /> there is no need for additional curb cuts along Route 15 L, <br /> Mr. Storrs made reference to the four major intersections with traffic signals that <br /> are timed to meter traffic into the rotary,rather than creating a backup situation. The <br /> roadway design will result in minimum curb cuts with streets that cross and connect the: <br /> neighborhoods. He spoke to future regional development/traffic patterns that would <br /> decrease dependency on the private automobile and increase the ability of the pedestrian <br /> and bicyclist,with an increase in the importance of public transit system. He suggested <br /> that street hierarchy be considered within the neighborhood design. He then provided a <br /> color coded map of priority streets identified as primary, secondary,tertiary and their <br /> profiles. <br /> There was brief discussion regarding rotary traffic (studies). Mr. Storrs feels that <br /> rotaries work and are a good way of metering traffic. <br /> 7 <br />
