Glen Cannon stated the Cape Cod Commission supports the limitation of curb <br /> cuts, as well as large scale development with access through a traffic signal. He did <br /> request feedback from. the Planning Board as well as Mashpee residents with regard to <br /> the rotary traffic. He noted that when a rotary design has reached capacity that any <br /> alternative design would be a huge undertaking and the costs would be prohibitive. <br /> The Town Planner noted that the bylaw prohibits any new curb cuts within 600-ft. <br /> of the center of the rotary. <br /> Mr. Storrs stated that upon development of Trout Pond,the two existing curb cuts <br /> will be closed off as part of the long-term planning. Mashpee Commons currently owns <br /> the properties and leases,the businesses (Picnic Box and Seafood Market). <br /> The Town Planner expressed his support for an underpass design from Route 151 <br /> to Route 28, at the rotary when it reaches capacity and suggested that the Town reserve <br /> the right of way for future construction. He also supports the round-about design which <br /> is a smaller scale rotary design that allows more traffic to flow more safely due to <br /> reduced speeds(18 mph) entering into the round-about. <br /> (Planning Board Member Joseph Mullin arrived at the Meeting at this point, 6:30 <br /> P.M.) <br /> Thomas O'Hara stated that he feels the conditions at the rotary are currently <br /> working other than two-months in the summer. lie is concerned however,with the future <br /> development and additional traffic impacts. Ile would like to explore options/solutions <br /> for increased future traffic. <br /> Mr. Storrs agreed that decreasing the speed and radius at the rotary would be <br /> helpful and that all options should be explored. <br /> The Town Planner suggested the Town of Mashpee should apply for funding from <br /> the state as the Route 28 roadway is a major state thoroughfare. He suggested that there <br /> should be some way for Mashpee residents to maneuver through Town without getting <br /> backed up into the rotary traffic. He also stated that some of the options have been.lost <br /> over the years as some of the land has become preserved open space. <br /> Mr. Rowley made reference to the concept plan for Trout Pond and the possibility <br /> for an underpass situation suggesting that the northeast road layout/configuration to <br /> Route 28 would need to be widened in order to accomin,odate a through lane and then <br /> narrow into two-way traffic. <br /> The Town Planner mentioned the zoning setback, 75-ft. from building,the <br /> negotiating powers within a Development Agreement,possible:eminent domain, and <br /> right of way/development rights preservations under zoning. <br />
