Minutes of Meeting
Plan Review Committee
Tuesday, January 17, 2023
Mashpee Town Hall Waquoit Meeting Room
Attorney Kirrane said that there will not be any vehicles stored inside the building, only
outside.
Mr. Ojala said that there are floor drains in each bay. This particular contractor bay will not
have vehicle maintenance. There will be no storage of material.
Zach Seabury, Board of Health Agent
Mr. Seabury mentioned his concern would be if the vehicles were stored inside, but they will
not be. That would change the flow rate.
Mr. Ojala asked if a meeting with the Board of Health Board would be required regarding the
venting of the chambers under the pavement. Mr. Seabury said it's an administrative
approval. The second leaching field will be the reserve.
Mr. Ojala said that the signage is located on the north side entrance, and will have a double -
ended lollipop with two lights. The owner will require Design Review for the signage.
Catherine Laurent, DPW Director
Catherine mentioned that an adequate enclosure is required for the trash and recycling
dumpsters. Mr. Ojala said he will contact the disposal company if the area needs to be
increased to provide for the two dumpsters.
There were no more comments from the Committee.
Mr. Lehrer moved to recommend that the Board of Appeals approve the application for a
Special Permit for 5 Mercantile Way with the following conditions:
• The proposed regrading of the drainage retention basin within the grading and
drainage easement along Commercial Street at contour 46 and 47 be evaluated
appropriately by a qualified consulting engineer to ensure no detrimental impacts to
the public roadway's storm water facilities.
• The dumpster enclosure be evaluated and modified if necessary to accommodate
recycling in addition to trash collection and disposal.
• The applicant provide to the Fire Chief a list of chemicals and their quantities to be
stored for any/all businesses in the contractor bays.
• For remaining construction inspections outside of the review of the grading and
drainage easement area adjacent to the proposed driveway entrance Plan Review
recommends inspections be conducted by the design engineer, Mr. Ojala, with
stamped written reports provided to the Board of Appeals for its files certifying that
construction was completed in accordance with the approved plans.
• No outside storage of materials unless otherwise approved by the Board of Appeals
with a modification to any special permit that may be issued.
91
