Minutes of Meeting of
Mashpee Plan Review Committee
Tuesday, September 20, 2022
Mashpee Town Hall Waquoit Meeting Room
There were no more comments from the Committee.
Ms. Laurent made a motion to approve with recommendations that
• Trash and recycling dumpsters shall be provided on an impervious surface with
enclosure.
• Fire connections to be provided per Fire Department requirements.
• Knox Box with information
• All storm water runoff shall remain onsite.
Mr. McManus seconded. No discussion. Roll call vote; Mr. Peltier, yes, Ms. Willander, yes, Mr.
McManus, yes, Mr. Carline, yes, Ms. Laurent, yes, and Mr. Morris, yes. All were in favor.
9:30am Project Address: 118 Echo Road
Business name: NG 118 Echo LLC
Owner/Agent: Nathan Collins
Architect/Engineer: Atlantic Design Engineers
Request: Installation of canopies with mounted solar modules and paved asphalt
lot for use as contractor storage yard. Solar canopies approximate = 43,585 sq.
ft.
Mr. Nathan Collins, Sr. Manager represented the proposed solar carport project for Nextgrid.
The existing lot was used as a contractor's yard, and has been cleared. Currently, there is no
defined parking area because the lot was used just for storage. The proposed project includes
an asphalt and will remain a contractor's yard to store solar panels and steel from other existing
projects. They may lease out the contractor's yard in the future.
The site is within the industrial area, and there's a small section in the southwest corner that is
within the residential zone. The site is also within the ground water protection district. There is
a design plan in place to accommodate the storm water runoff that includes three detention
basins that have 3 ft. separations to the ground water. There will be vegetative buffers to
address DSS removal with deep sump catch basins and a regiment of street sweeping of the
parking lot.
The canopies will be 14 ft. in height on the underside, and is the lowest point of the parking
area, and will extend 18 ft. to the other side to accommodate both Town's fire and ladder trucks.
All the setbacks meet the requirements of the bylaws.
Joe Peltier, Deputy Fire Chief
Mr. Peltier asked for a turning radius plan.
3
