MASHPEE COMMUNITY GARDEN ADVISORY COMMITTEE (MCGAC)
MEETING MINUTES
October 19, 2022 7:00 P.M.
Popponessett Meeting Room
PRESENT: Virginia Scharfenberg, Sheryl Carberry, Frank Gallello, John Carter, Lynn Harris, Mohamad
Fand
VISITORS: Alan Peterson and Kathy Jacobsen, community gardeners
CALL TO ORDER Chairwoman Scharfenberg called the meeting to order at 7:05 pm.
Meeting Minutes for September 21, 2022 — Approved unanimously
COMMUNICATIONS and CORRESPONDENCE — Letters and emails from 6 gardeners requesting
extended garden season beyond garden closing date of November 1, 2022
• Virginia Scharfenberg announced that Susan Donovan will become the Board's Recording
Secretary as of November 16, 2022.
• Virginia Scharfenberg will confirm dates for Select Board to
--consider appointment of gardener Kirsten Nordstrom to MCGAC Board (replacing former
member Michael Talbot) (11/7/22) and
-- hear Board request for M. Fand dismissal from MCGAC Board of Directors (11/21/22).
• Sheryl Carberry handed out current 2022 chart for gardeners' volunteer hours. Further
discussion below.
• Virginia sent Rules & Regulations along with proposed explanatory document out to gardeners
for comment by October 811. She did not hear back from anyone.
OLD BUSINESS:
• Virginia Scharfenberg checked with Terrie Cook in Select Board office to see if the Board's
clarification document, created to be attached to the Rules & Regulations (as promulgated by
the Select Board in 2019, and comprised of 24 Rules), needs to be approved by the Select
Board. She indicated that so long as the original Rules & Regulations remain the same there is
no need for Select Board review. Conclusion: We will do another review prior to submitting to
IT Department to upload along with edited Rules & Regulations.
--Terrie Cook can add a sentence to Rule #3 indicating garden expansion with 14 new
beds measuring 4' x 8'. Purely informational, so no need for Select Board review.
• Board member Mohamad Fand issues. Virginia Scharfenberg noted that he has refused to
leave the garden as of October 1, 2022, per vote for dismissal and deadline by the MCGAC
Board at its September meeting. Mr. Fand indicated he still refuses to leave and plans to plant
a garlic crop to overwinter. Virginia replied that he would need to submit a request to do so if
he were a gardener, but that is moot since he has been dismissed. She noted that the
community garden will officially be closed as of November 1, 2022 and that if anything
remains in his plot #13, we will remove whatever is there. She also noted that the bed he
created outside the fenced -in community garden, despite the Board's directive not to do so
and many requests to remove it, will also be dismantled. Mr. Fand asked that all this be sent
1
