MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> MARCH 8, 2023 <br /> Mr. Blaisdell asked how much square feet of manufacturing or is it mainly processing and <br /> packaging of product from other facilities. Mr. Catania said the formal title of the license from the <br /> State is "manufacturing". They will be manufacturing some edibles, but will not be growing the <br /> product. <br /> Mr. Blaisdell asked if it is mainly a cash business. Mr. Catania said there is ATM options as well <br /> but; yes. Mr. Lehrer said that there's a debit card option. The Federal Government still does not <br /> recognize legal cannabis. <br /> Mr. Gould asked about labeling. Mr. Lehrer said that the CCC requires any products manufactured, <br /> and any flower products purchased from a grower be laboratory tested. The labs that test the <br /> products are also licensed by the CCC and every product will have the appropriate labeling with <br /> the compounds contained in the product. There's also CCC requirements for labeling. <br /> Mr. Catania said that the every batch of produced edibles have to be tested prior to selling. There's <br /> a big expense to testing the products. They have to pay a licensed courier to drive it to the lab for <br /> testing before putting that product on the shelf. <br /> Mr. Morris said that the building itself is being upgraded with fire resistant construction, and high <br /> end security will be largely increased. He has no issues as this is an allowed conforming use in the <br /> Industrial Zone, and in his experience there have been no issues with the parking. <br /> Mr. Lehrer mentioned that the Board of Health will require a Title 5 inspection pursuant to the <br /> change of use, and will accept this as a condition for the decision if the Board votes in favor. <br /> Additionally,the Fire Department asked for the cut sheets of any material that may be stored. They <br /> want to see the specifications of the extraction machine. Mr. Lehrer is willing to accept that as a <br /> condition of the Special Permit as well. <br /> Mr. Furbush read comments into the record dated March 7, 2023 from Catherine Laurent, DPW <br /> Director. "My question/concern is with the parking. The application indicates that 19 spaces are <br /> required by the bylaw and 167 are available on the property. But of course these 167 spaces are <br /> for the other businesses on the property. Has the applicant provided a breakdown of the spaces <br /> required/used by the other businesses, including location of designated spaces for each business? <br /> How many employees will be employed by the applicant (manufacturing, retail, and office are <br /> proposed)? What are the hours of operation for the different business components? Based on <br /> experience with the existing marijuana business on Echo Road, more than the minimum number <br /> of parking spaces should be required,particularly if hours of operation overlap with the hours for <br /> the other businesses on the property." <br /> 14 <br />
