increases or new construction. There would also be a decision on a case-by-case basis to
provide flexibility.
5. Joint Base Cape Cod Update – Doug Karson, JBCC Community Involvement Lead
This was a presentation regarding the environmental cleanup process of JBCC. Doug Karson
made a point that there was a lot or progress on the cleanup. In particular, the footprint of the
contamination had markedly decreased. He went through a number of locations highlighting
the changes over the last several years. PFAS, forever chemicals, were not initially part of the
cleanup, but progress has been made cleaning these chemicals up as well. Regarding funding, it
was noted there was a lot of political support for these efforts. However, the funding issue is a
problem since planning was needed to go out many years. Ernest Virgilio thanked the presenter
noting that the maps in the presentation were very helpful.

6. I/A technology presentation – Jim Healey, Orenco Water
Mr. Seabury, Health Agent, has asked for Septic System installers to provide a presentation to
the Board to provide information on I/A (Innovative Alternative) in particular. The Orenco
Water I/A (This is a secondary system) reduces nitrates down to an acceptable level using a
proprietary textile (AdvanTEX). It uses a hanging membrane to facilitate anerobic bacteria to
break down waste. However, it does require a pump system requiring power. Ed Raposa had
general question on the operation of the system noting requires power and the prevalence of
power outages. This particular system does have some ability to stand for a period without
backing up without power. Jim Healey informed Ernest Virgilio that the annual monitoring cost
and operation was approximately $2000. However, this would depend on the service contract
entered into by the homeowner. The Board was informed that the system has the option of
being monitored remotely as well. The typical service call consists of checking the breaker.
The Board thanked Mr. Healey for the informative presentation.

st
Mr. Raposa made a motion to adjourn the March 21 Board of Health Meeting at 6:05 pm which was
seconded by Mr. Livingston. Roll call John Livingston (Yes) Ed Raposa (Yes) Ernest Virgilio (Yes)

th
The next Board of Health meeting is scheduled for April 4 , 2023 at 4:30 pm.

Respectively Submitted,

Bradford Pierce,
BOH Board Secretary.
