Paul Colombo (Yes)
5 – 0 Unanimous

Administrative Review Request: Popponesset Beach Association-ATV patrols.

Public Comment: Tonya Capemund wanted to use ATVs – Beach patrols due to large crowds
and unruly behavior. This was proposed and brought to the attention with support of the Police
Chief to have trained officers patrol the area.

Mr. Colombo noted that this is private land.

Mr. McManus recommended approval of the request. The spit experiences heavy impacts from
recreational usage in the summer months. Given that the spit contains rare species habitat and
ongoing beach/dune nourishment annually, it makes sense to have increased patrol capabilities.
The spit is not deeded concom land, thus it is not under the Ch.173 conservation land bylaw
standards, which prohibits off road vehicle riding.

Motion for administrative review request to approve by Ms. Clapprood seconded by Ms, Zollo.
Roll Call Vote:
Alexandra Zollo (Yes)
Steve Cook (Yes)
Marjorie Clapprood (Yes)
Erin Copeland (Yes)
Paul Colombo (Yes)
5 – 0 Unanimous.

\[Ms. Zollo noted the large number of items on the agenda and asked Mr. McManus to look into
limiting the agenda pushing some items out to later meetings.
