Promulgation for proposed amendments to Regulation 5 (Filing Fees) <br /> <br />and Regulation 30 (Prevention of Pollution-Effect of Nutrient-Loading on Waterbodies <br /> <br />(Rivers, Ponds, Streams, Estuaries and/or the Ocean) and Impacts to Public or Private Water <br /> <br />Supply) under Mashpee’s Chapter 172 Wetland Bylaw. <br /> <br /> <br /> <br />\[Town Counsel has reviewed both draft regulations. No proposed changes to draft <br /> <br />Regulation 5 (filing fees). Counsel incorporated clarification language regarding Board of <br /> <br />Health regulatory citation regarding IA septic systems. It is the opinion of Mr. McManus that <br /> <br />Town Counsel’s amendments are minor enough to not be construed as presenting a <br /> <br />substantial change to the draft wording and thus recommends promulgation of Regulation <br /> <br />30 with Town Counsel wording incorporated\] <br /> <br /> <br /> <br />Ms. Zollo made a motion to promulgate Regulation 5 seconded by Mr. Cook. <br /> <br />Roll Call Vote: <br /> <br />Alexandra Zollo (Yes) <br />Steve Cook (Yes) <br />Marjorie Clapprood (Yes) <br />Erin Copeland (Yes) <br />Paul Colombo (Yes) <br />5 – 0 Unanimous <br /> <br />Regarding Regulation 30, this was primarily for nitrogen although phosphorus is mentioned. <br />Mr. Colombo noted some I/A systems do significantly lower phosphorus as well. <br />Ms. Zollo made a motion to promulgate Regulation 30 seconded by Mr. Cook. <br />Roll Call Vote: <br />Alexandra Zollo (Yes) <br />Steve Cook (Yes) <br />Marjorie Clapprood (Yes) <br />Erin Copeland (Yes) <br />Paul Colombo (Yes) <br />5 – 0 Unanimous <br /> <br />Vote to have Sandra Godfrey (Associate Commissioner) change status to member at <br />large.
