<br />Anastasia reported that they are working on developing the TMDL compliance plans with the goal of having a <br />draft ready to review this summer. Then, pending Town approval, the goal is prepare the final in the fall and <br />submitted to MEPA for DEP and Cape Cod Commission approval to be able to submit a PEF which is the first <br />step of submitting an SRF application in August 2024 for the next project. She assured the Commission that <br />they are looking for the most cost effective way of moving forward. <br />She went on to explain that the way wastewater flows are determined is by looking at water use data for the <br />area. This helps to determine seasonality and how much water they can anticipate to become wastewater to <br />be treated at the plant. They also determine an average water usage for homes that are on private water. <br /> <br />3. Discussion of Next Phase Properties to Target for Getting Line One to Full Capacity. <br />Joe Lyons led a discussion pertaining to removing nitrogen from Mashpee’s water system, specifically <br />Popponesset and Waquoit Bay estuaries. He stated that the current plan was designed to remove 75% of the <br />nitrogen when it was originally designed 20 years ago. He suggested considering sticking as close to the <br />original plan (in phase 1) by going down Great Neck Road South and picking up Wind Chime, Sea Mist and <br />Dear Crossing plus the 2 shopping areas. This would add approximately 500 more units to the existing 430 <br />that are in phase one bringing line 1 close to full capacity. <br />Mr. Jack suggested that GHD take a look and make an estimate of what the benefits would be and what costs <br />would be. He stated that you can’t go into a PEF mode with the State for a major construction project without <br />a layout and design in place. And, the design is a Town Meeting Appropriation that is very costly.
