Expense Warrants – 1 warrant was reviewed and approved with the Members signing the warrant <br />presented by Mr. Seabury. <br />2. Review and Approval of Minutes. 3/21/2023 & 4/4/2023. The minutes were unanimously <br />approved with John Livingston making the motion to accept the minutes as provided and Ed <br />Raposa seconding. <br />Roll Call: Ed Raposa (Yes), John Livingston (Yes), Ernest Virgilio (Yes) <br />3 – 0 Unanimous. <br />3. Review of Nitrogen Aggregation Plan - 3 Elliot Road, Cape and Island Engineering <br />The applicant is moving from a 3 bedroom to a 4 bedroom. Typically, the regulations require 1 <br />Bedroom per square 10,000 square feet of area in a nitrogen sensitive area. This property consists <br />of 10,053 sq. feet. However, the regulations provide a method where one can exchange an area <br />of another property for the benefit of another. This is done by restricting in the nitrogen sensitive <br />zone another property in the same zone (same watershed – Zone 2) by an easement to the Board <br />of Health. The purpose is to foreclose nitrogen being added to the burdened property by <br />restricting future development. Under the plan proposed 30,000 sq feet of another property will <br />be restricted. 40,053 sq feet would now be the basis of the nitrogen calculation, allowing for 4 <br />bedrooms on the 10,053 sq. foot lot. <br />Mr. Seabury recommended accepting the plan since it is all be kept all natural with no <br />development including farming allowed on the easement property. <br /> <br /> <br />
