John Livingston made a motion to accept the nitrogen aggregation plan for 3 Elliot Road (facility <br />property) as presented by Cape and Island Engineering with the credit at Lot 65 (79-97-0) (the <br />credit property) with Ed Raposa seconding. <br />Roll Call: Ed Raposa (Yes), John Livingston (Yes), Ernest Virgilio (Yes) <br />3 – 0 Unanimous. <br /> <br /> <br />Additional Topics: <br /> <br />General Comments were opened by Ernest Virgilio, Chair. <br />Mr. Seabury is working on a fee schedule for 2024. This update will get rid of things that the Board of <br />Health does not do anymore and update fees. <br /> <br />Mr. Seabury is also updating the refuse haulers’ regulations to clarify refuse is not hazardous waste. This <br />will make the regulation more easily readable for the public. <br /> <br />In response to Mr. Livingston, Mr. Seabury indicated the cesspool count was completed. 1.7% of <br />properties known have cesspools. The total census was about 18,000. This information was given to the <br />select board. Regarding the same, Mr. Seabury has not heard anything further. <br /> <br />In further comments, Mr. Seabury noted the same amount of nitrogen for cesspool and Title V. Also, <br />Cesspools are not pumped because pump out repeatedly weakens wall if done repeatedly causing <br />collapse. (“Old Timers” won’t pump them). This was the reason Mr. Seabury does not prefer cesspools. <br />In response to Mr. Virgilio, the Chair, Mr. Seabury indicated that he does foresee anything at town meeting <br />requiring Agent’s attention. <br /> <br />In closing comments, Mr. Virgilio noted the Board of Health is misunderstood by the public. Mr. Seabury <br />stated he is working on improving information to the public. Mr. Livingston noted that people view being <br />contacted by Board of Health as a “bad thing.” Really, Mr. Seabury indicated his job is education to the <br />public.
