Proposed raze and replace existing dwelling, NOI <br /> <br />upgrade septic system with new I/A Title V system, landscaping and hardscaping. <br /> <br />Representative: Cape & Islands Engineering, Inc. <br /> <br />Ms. Godfrey was concerned with the retaining wall impeding flood waters. Mr. Colombo <br />followed up on the retaining wall issue noting the 24-inch height of the wall and it surrounded <br />the whole property. Mr. Colombo noted the existing topography would divert water to other <br />properties causing him to be concerned. Mr. Cook questioned why more detail was not <br />included on the plan showing cross-sections showing proposed grading (septic system) and <br />did not see where flood vents would go given the grading. <br /> <br />Public Comment: Raul \[LAST NAME\] commented that the retaining walls would not displace <br />the ocean and flood water would not be an issue. <br /> <br />Mr. McManus agreed with Raul’s comment about the flood aspects and thought the project <br />was overall a good project. He noted that the proposed rebuild will result in a net decrease <br />of 62 sq ft of structure compared to the existing home. There also would be a new Title V <br />septic system with I/A component for additional removal of nitrogen. The paved driveway to <br />be replaced with gravel/pervious driveway. Mr. McManus recommended clarification on <br />overall site grading (a concern raised by several of the Members) and concerns of potential <br />impacts to abutting properties in the event of flooding (localized and/or storm surges). Should <br />the proposal be determined that the site grading will not result in adverse impacts to abutting <br />properties in terms of alteration of flood patterns, Mr. McManus recommended close and <br />issue with the condition of adherence to lawn standards as per Regulation 31 under Ch. 172. <br /> <br /> <br />Mr. Colombo asked if the applicant would be willing to come back to address the retaining <br />wall and septic cross section to show the grading. The Commission preferred a sloping <br />grade as opposed to retaining walls where feasible. The applicant was amenable. <br /> <br /> <br />
