Expense Warrants – The warrants were reviewed and approved with the Members signing the <br />warrant presented by Mr. Seabury. (Landfill monitoring of gases and stamps) <br />2. Review and Approval of Minutes. 4/18/2023. The minutes were unanimously approved with <br />John Livingston making the motion to accept the minutes as provided with Ed Raposa seconding. <br />Roll Call Vote: Ed Raposa (Yes), John Livingston (Yes), Ernest Virgilio (Yes) <br />3 – 0 Unanimous. <br />3. Request for Appeal of Fines – Mathew A. Frazier Enterprises Inc., Mathew Frazier <br />Mr. Seabury explained that the petitioner sent an email at 11:00 am withdrawing without <br />prejudice the appeal of the fine that was levied against them. Mr. Seabury stated he told the <br />petitioner that they had to get their trucks inspected otherwise their permit was invalid. In <br />response to Mr. Livingston, Mr. Seabury explained that each truck needed to be inspected for <br />leaks (Septic Hauler) and in addition to the RMV required inspections. <br />4. Review of Draft Amended Kennel Regulation <br />Mr. Seabury wanted to go over regulation regarding personal and commercial kennels – more <br />than 3 dogs or cats. The regulation defines unsanitary conditions for personal and commercial <br />kennels (dogs and/or cats boarded overnight). Mr. Seabury in response to Mr. Livingston <br />explained that transitory arrangements for housing of an animal (e.g., a dog visiting for a few <br />weeks) would not be affected. The regulation provides step-by-step guidance for things such as <br />size area for caging of animals (Good quality of life – more humane). The old kennels are <br />grandfathered in with any changes triggering the applicability of the new regulation. Other areas <br /> <br />
