Minutes of Meeting <br /> Plan Review Committee <br /> Tuesday, February 21, 2023 <br /> Mashpee Town Hall Waquoit Meeting Room <br /> There were several abutters present that were not in favor of the kennel license. <br /> Mr. Collins motioned that based on non-compliance, less than transparent, and articulated as <br /> being an issue to deny and reject this application. Future violations need to be enforced by <br /> the Animal Control Officer. He also suggested that the applicant can build up some <br /> creditability with the neighbors and could revisit this in the future, but not now. Mr. Collins said <br /> that there are ways to address the concerns in a humane manner. <br /> Mr. Phelan seconded. Discussion: Mr. McManus mentioned that this address is in a flood <br /> zone. Mr. Seabury said with this rejection of the kennel license does not allow four (4) dogs. <br /> Mr. Seabury, yes, Ms. Laurent, yes, Mr. Phelan, yes, Mr. McManus, yes, and Mr. Morris, yes. <br /> All were in favor to deny the application for the kennel license. <br /> OTHER BUSINESS <br /> Approve September 20, 2022 and January 17, 2023 meeting minutes. <br /> Ms. Laurent made a motion to approve the minutes for September 20, 2022. Mr. Phelan <br /> seconded. All were in favor. <br /> Mr. Seabury made a motion to approve the January 17, 2023 meeting minutes. Mr. Phelan <br /> seconded. All were in favor. <br /> Additional to ics <br /> Ms. Laurent wanted an update on the shed situation on Echo Road. Mr. Seabury said that <br /> the person has been spoken to and a letter was mailed to his residence. The investigation <br /> was performed and discussed with the person onsite and was ordered to remove any <br /> habitational material by the end of this week. Ms. Laurent mentioned that those two properties <br /> encroaching on Town Property between Echo and Evergreen. Mr. McManus said that the five <br /> acres that were cleared is being restored to a meadow habitat and is being overseen by the <br /> Cape Cod Commission. <br /> Mr. McManus made motion to adjourn. Mr. Phelan seconded.
