Charter Article 2 Review—(continued) <br /> ➢ Section 2-1 Town Meeting <br /> ■ Rodney Collins asked if anyone was interested in a representative Town <br /> Meeting. <br /> ■ John Miller talked about the pros and cons of an open town meeting. <br /> ➢ Section 2-2 Presiding Officer <br /> ■ Carol Sherman said that some paragraphs need to be in more layman terms <br /> and further explained. <br /> ■ Mary Waygan asked what are the "other powers" of the Town Moderator. <br /> ■ Cathy notes 3-10 didn't exist <br /> ➢ Section 2-3 Committees <br /> ■ There was general discussion about what committees of town meeting <br /> would be appointed by the Town Moderator. <br /> ■ Carol Sherman asked what are the committees that would be established? <br /> Wording is confusing regarding the powers of moderator. <br /> ➢ Section 2-4 Time of Meeting <br /> ■ Greg McKelvey asked about the impact of COVID type of events (hurricane <br /> or declared state or local emergencies and how this would impact on the <br /> timeline for town meeting outlined in the Charter. <br /> ■ Question on impact of a state or local emergency or weather event on the <br /> timing of town meeting. <br /> ➢ Section 2-5 Special Meetings <br /> ■ There were no questions or comments on this section. <br /> ➢ Section 2-6 Warrants <br /> ■ There was general discussion on whether printed copies of the warrant <br /> needed to be printed and mailed to voters. <br /> ■ Cathy Lewis suggested that postcards could be used to notify voters that the <br /> warrant is available online. <br /> ➢ Section 2-7 Initiation of Warrant Articles <br /> ■ Cathy Lewis suggested allowing for electronic notification of the warrant <br /> ■ Don Myers suggested that sources of funding and the rationale for a board <br /> or committee supporting or not supporting a warrant article be included in <br /> the warrant. <br /> ■ Mary Waygan questioned the adequacy of the timeline for town staff to <br /> provide backup material for special town meetings. <br /> ■ Mary Waygan asked that the committee request an attorney to define <br /> "Town Bulletin" and "Mail" in this section. <br /> Page 2 of 4 <br />
