Proposed NOI <br /> <br />construction and maintenance of 14 single-family homes with paved driveway, sidewalk, <br /> <br />drainage systems and associated utilities. Representative: Baxter-Nye Engineering & <br />Surveying. <br /> <br />The applicant stressed that this would be a multi-hearing process given the project’s scope. <br />The applicant made a lengthy presentation clarifying the project now consists of 12 units <br />from the original 14 and highlighting the proposal changes suggested by the Planning Board. <br />The proposed development is an addition to Willow Bend’s cluster development with the <br />proposed structures being much smaller. In response to Ms. Clapprood, the applicant <br />clarified that the proposal consists of two existing lots. There is also a now wooded <br />abandoned bog. In response to Ms. Zollo, the applicant noted that the development consists <br />of a “Village Green” that is currently a wetland. Ms. Zollo noted that the wetland serves a <br />natural function and opined that it should be left intact. Regarding the mitigation, the <br />mitigation will address all the impact including clearing of wetland area. The riparian zone <br />area was going to be restored through the conversion of current bog areas (93,000 sq feet). <br />The applicant asserted that this was a net environmental benefit. The applicant then made <br />a lengthy presentation on bog restoration. Mr. Cook asked about Quaker Run would be <br />maintained. Mr. Cook asked about grade with the applicant indicating that.it would be mostly <br />maintained. The applicant explained regarding basement there was dialogue on that in <br />response to Mr. Cook’s question on ground water levels. The applicant agreed to provide <br />cross sections on ground water. It was also indicated that the patios will be pervious. Mr. <br />Colombo indicated that he was going to ask for a motion to hire a consultant once the <br />Commissioners concluded their questioning. Ms. Zollo indicated that she wanted the builder <br />to be strategic in leaving existing trees instead of clear cutting the lot. <br /> <br />Public Comment: <br /> <br />Wendy Williams (Simmons Narrow Road): raised the issue of the number of bedrooms that <br />were allowed by the original permit. According to Ms. Williams, Willow Bend has exceeded <br />that number.by 130. Ms. Williams thought that the Town could buy the land and the bog <br />could be restored. <br /> <br />Mr. McManus conducted an inspection for Vernal Pool species and did not find any vernal <br />pool obligate species present. (No mole salamanders or wood frogs present via visual <br />inspection.) Mr. McManus concluded that the delineated wetlands on the property do not <br /> <br />
