<br />Carl Cavossa, licensed septic installer, explained that there is a lot that goes into the connection process and <br />that his Company has implemented a system of sending a Registered Sanitarian to go to people’s homes, does <br />the Dig Safe determines the best means of connection for a flat fee of $50. He went on to state that there is a <br />need for people to understand that the laying of the pipes and the green stake in their yard is just the first <br />step in the process and that they will have a year and a half before they will need to hire a contractor to <br />connect to the system. Mr. Cavossa suggested taking a second look at the 90 day time period to connect. Mr. <br />Smith stated that the Commission will start putting together a process for extensions. <br />Lastly, Mr. Cavossa posed the question of using the abandoned leeching system for rainwater. This subject <br />will be researched further and considered. <br /> <br />Diane Kelly of Summerwood Condominiums expressed concern regarding the price for hookup as the <br />condominium association has a fiduciary commitment to complete the budget by August. <br />Michaela Wyman-Columbo stated that the Barnstable County Aqua Fund offers a loan program. The rate for <br />condominiums is 4%. The loans are tiered at 0%, 2% and 4%. The loan application is available online. She <br />stated that residents can also apply for refund through their State income tax at 40% up to $6,000. <br /> <br />APPOINTMENTS AND HEARINGS <br />None at this Time. <br /> <br />MINUTES <br />Meredith Harris made a motion to accept the minutes of the May 25, 2023 Sewer Commission Meeting. <br />Joe Lyons seconded the motion. <br />Motion passed by unanimous consent. <br /> <br />OLD BUSINESS <br />1. Review, Discussion and Vote on Website Redesign. <br />Meredith Harris stated that the list of contractors will be added and updated onto the website. Zackary <br />Seabury, Town of Mashpee Health Agent, has the list of contractors and was present at the meeting to answer <br />questions. Ms. Harris stated that residents should use only the contractors on the list. <br />Mr. Seabury explained that the list of Licensed Utility Installers (LUI) are all licensed septic installers and have <br />passed the exam to become septic installers in the Town of Mashpee. He stated that they are all vetted by the <br />Department and confirmed to have insurance and bonds and liability. There are currently 20 contractors on <br />the list. <br />Mr. Seabury recommended that residents call at least three contractors on the list to get quotes. He suggest <br />that residents get together with neighbors, stating that it may be more cost effective to have the entire <br />neighborhood hooked up by the same contractor. He explained that every situation will be different. <br />Chair Smith asked if the contractor that does the connection typically takes care of the abandonment and Mr. <br />Seabury stated that from a permitting perspective, it is the same job. <br />Ms. Harris stated that there is now a list of streets to be included in the first phase of the project. It will be <br />added to the website. <br /> <br />2. Review and Progress Sewer Project Construction – Ray Jack. <br />Sandra Tripp and Frank Goodfall gave a brief review of the progress in Ray Jack’s absence. They stated that the <br />wastewater treatment plant is progressing very well and that a lot of concrete is currently being poured, they <br />are doing the excavation for the influent wet well, the preliminary treatment foundations are going in, the <br />tanks are installed, the process building walls are going up and 3 out of 4 of the process tanks are currently <br />being poured.
