2 <br /> *Tuesday,June 13, 2023 Charter Review Committee Minutes* <br /> Chair John Miller suggest doing a list of what has been covered so far. <br /> Town Manager Rodney Collins agreed that it would be good to provide some perspective of what the <br /> Charter Review Committee is doing. <br /> Greg McKelvey said it would also help for the public to understand the committee's process by putting it <br /> up there for them to see. It would add to the transparency of the committee. <br /> Establish summer meeting schedule following June 20tn <br /> Chair John Miller said that the committee's hopeful objective to complete recommendations for the <br /> charter would be mid-February in time for May Town Meeting. The goal is to complete the review by the <br /> end of summer. <br /> Town Manager Rodney Collins suggested meeting Mondays when the Select Board doesn't meet. <br /> The next committee meeting will tentatively take place July 10th. The next public hearing will take place <br /> in the fall. <br /> Committee member assessment/review/suggested actions: <br /> Article#3 <br /> Section 3.1 In General <br /> Propositions on Ballots <br /> Cathy Lewis commented that this definition should state that it is the "registered voters" that count as <br /> the 10%. <br /> Appointment of Person Recalled <br /> Mary Waygan said this section is too punitive, this person is not a criminal. <br /> Greg McKelvey suggested limiting terms to three years and that chairs have to rotate out every year. <br /> Cathy Lewis questions whether that would work with certain boards when it comes to longevity for <br /> example the School Committee. <br /> Rodney Collins asked if the Town would have people interested in running because of the advantage of <br /> the incumbent.The term limit may also be dissuasive. <br /> Section 3.2 Board of Selectmen/Select Board <br /> Powers and Duties in General <br /> Mary Waygan suggested expanding the word "involved" and possibly use management. Because some <br /> town employees "Department Heads" may misconstrue this meaning when a Select Board member is <br /> interested in collaborating on a project with.The charter should allow the Select Board to do that. <br /> Town Manager Rodney Collins said he disagrees with Select Board members going directly to department <br /> heads. Having a Select Board member getting involved in day-to-day operations is dangerous and <br /> department heads would get confused as to who the manager is. <br />
