3 <br /> *Tuesday,June 13, 2023 Charter Review Committee Minutes* <br /> John Miller doesn't see the Board as the executive officer but instead thinks of them as a Board of <br /> Directors. <br /> Rodney Collins suggested that under Investigations the terminology"doubtful claims" should be changed <br /> to remove "doubtful". Legal Counsel can provide better wording. <br /> Section 3.3 School Committee <br /> The powers are set up by state statute. Cathy Lewis commented that Powers and Duties include annual <br /> review of the Superintendent. <br /> Section 3.4 Town Clerk <br /> Rodney Collins believes the position should be appointed because in the perfect chain of command all <br /> department heads should report to the Town Manager. <br /> Mary Waygan said that there is so much training involved and Town Clerk is now a profession and the <br /> state gives training for it as well. <br /> John Miller agreed that it is difficult to find a qualified individual to do the job. We should have a <br /> recruitment process. <br /> Greg McKelvey understands the point of making the position appointed however he said he is not <br /> convinced. Currently the position being an elected position prevents political arm twisting. Trust the <br /> voters. <br /> Mary Waygan,you make the position more political when you don't take it out of that elected realm. <br /> Don Myers says there is an advantage to the position being independent. <br /> John Miller thinks the voters would be aghast that we would change this to an appointed,there may be a <br /> lot of push back. However there is a trend per the article from the Cape Cod Chronicle that quotes the <br /> state numbers for Town Clerks at 135 appointed and 189 elected. <br /> Kathy Lewis explained that when you look at the job description/duties of the Town Clerk they aren't <br /> policy making.They are more administrative. <br /> Rodney Collins continued to say that there needs to be a level of accountability. Also the Oath of Office <br /> can be administered by the Town Clerk or the appointing authority. <br /> Section 3.5 Board of Library Trustees <br /> Don Myers asked why there are seven members. Mary Waygan and Rodney Collins aren't sure but believe <br /> it is a state statute because the Trust has custody and management of the library through state statute. <br /> John Miller wonders if the committee should reach out with a memo or email to boards and committees <br /> for feedback on the charter. <br /> Town Manager Rodney Collins agreed that a broad email should be sent out after the committee <br /> completes its review. <br /> Section 3.6 Town Moderator <br />
