5 <br /> *Tuesday,June 20, 2023 Charter Review Committee Minutes* <br /> Maybe the select board can make it a preference that the candidate be a resident. <br /> Rodney Collins said he believes the town manager not being a resident wouldn't go over well <br /> with the taxpayer. <br /> Powers and Duties <br /> Mary Waygan commented on paragraph (b) of section 4.2, she would like a list of those who are <br /> considered department heads, town officers, and members of multiple member bodies. <br /> The Town Manager will provide this list to the committee. <br /> Catherine Lewis suggested that the committee remember that the town bulletin board includes <br /> the town website and all electronic boards. <br /> Mary Waygan asked who is in charge of preparing a plan establishing staffing requirements for <br /> the school. Referencing paragraph (c). <br /> Catherine Lewis said it was the superintendent of the schools. <br /> David Weeden asked if there is any type of grievance or conflict of interest investigation does <br /> that fall under the town manager's powers and duties. Suggests having a separate independent <br /> review. <br /> Town Manager Rodney Collins said that if it is a wide spread issue he would of course bring in an <br /> outside agency to do the investigation. If it is an individual accused of misconduct it depends on <br /> what the circumstances are. <br /> *Note paragraph (m) does not clearly define or preclude which offices, departments, boards, <br /> commissions and other town agencies would be subject to investigation. <br /> Don Myers said that there may be some confusion with control of property under the school <br /> committee. <br /> Rodney Collins suggest clarifying paragraph (g)to not mean jurisdiction over the school buildings. <br /> Mary Waygan asked if chief procurement officers need to be certified by the state. <br /> Town Manager Rodney Collins said that it either needs to be the town manager or someone on <br /> staff and his Administrative Assistant Terrie Cook is MCPPO certified. <br /> Mary Waygan thinks that the certification should be included in the charter. <br /> Don Myers said that he doesn't see anything about diversity and equity listed as a responsibility <br /> or environmental justice. Should be considered. <br /> Mary Waygan said it should also include climate change because there is a difference between <br /> that and environmental justice. <br /> David Weeden said it would be good to reference some type of flow chart. <br />
