4 <br /> *Tuesday,June 20, 2023 Charter Review Committee Minutes* <br /> Don Myers has provided recordings and notes for the June 6t" and June 13t" meeting to the new <br /> committee secretary. Draft minutes will be reviewed at the next scheduled meeting. <br /> Old Business <br /> None <br /> New Business <br /> Committee member assessment/review/suggested actions for: <br /> Article#4 Town Manager <br /> Appointment, Qualifications, Term <br /> Carol Sherman thinks that the screening committee who appoints the Town Manager should not <br /> be a public body. <br /> David Weeden asked if it would be beneficial to include language that the town manager <br /> appointment is also based off a criteria to be establish by the Select Board. <br /> Town Manager Rodney Collins also said the criteria should be established by the Select Board in <br /> advance. <br /> Don Myers questioned the statement that the town manager does not need to be a resident of <br /> the Town. <br /> Mary Waygan commented that as a municipal employee she is dead set against that. People <br /> should be free to live where they want to live and sometimes you have to move because of family <br /> constraints. <br /> David Weeden questioned the town manager not needing to be a resident of the commonwealth, <br /> he hopes that the person who would be overseeing the town at least be knowledgeable of that <br /> town.The Commonwealth is an educated state with a lot of qualified professionals and he would <br /> encourage hiring someone from the Commonwealth. <br /> Rodney Collins said what would be reasonable would be a requirement that he or she "the town <br /> manager" have a domicile in Mashpee within a year. <br /> Catherine Lewis worries that requiring the town manager to be a resident limits the candidate <br /> pool. There's enough oversight by the Select Board to keep that person motivated to work for <br /> the town. <br /> Mary Waygan said that adding the requirement that the manager be a resident of the town <br /> blocks women from applying. The issues of caregiving and school fall on woman in the family <br /> statistically. Not that men a precluded from this. <br /> Don Myers believes that if they are town manager and not residents what would happen during <br /> an emergency. <br />
