4 <br /> Community Preservation Committee <br /> Minutes <br /> Thursday, February 2, 2023 <br /> Andrew McManus, Cape Cod Disc Golf Club; Proposal for 18-hole Disc Golf Course; 156 and <br /> 162 Ashumet Road, Mashpee: (continued) <br /> The location 156 & 162 Ashumet Road; 16-acres of wooded land owned by the Town is the <br /> preferred and recommended site location. This location is in the vicinity of the Town's <br /> recreational hub and is adjacent to the Mashpee Dog Park and outdoor Pickleball Courts. <br /> There is established parking across the street from the proposed area to the rear of Heritage Park. <br /> This site would serve as a dedicated parking area for the disc golf program. The established <br /> parking at the dog park and pickleball courts would remain dedicated to these facilities. Signage <br /> for parking would be installed in various areas to distinguish parking spaces. <br /> The Select Board was noted to have endorsed the site selection for the disc golf course by a vote <br /> of 4-1. Several residents contacted the Office of the Town Manager and Select Board regarding <br /> the potential for increased traffic in this area. At the meeting the Select Board recommended that <br /> a crosswalk and speed limit Signage be imposed for safety. <br /> It was noted the CPC also received comment in concern to the impacts to the neighborhood. <br /> Although the site is a good location, the neighborhood should have been notified and their <br /> concerns should be addressed. Mr. McManus indicated that one private lot across from the dog <br /> park abuts the parcel. The Select Board indicated they would be notifying the neighborhood via <br /> certified mail. With approval, specifics including a Memorandum of Understanding to be <br /> drafted by Town Counsel would outline the requirements and maintenance thereof. In the Town <br /> of Sandwich, a lease agreement and waiver of liability was written for the respective parties. <br /> The CPC recommendation this action move forward. <br /> Recommendations associated to a draft MOU and/or Lease Agreement to be forwarded to the <br /> Select Board for consideration include but not limited to the collection and disposal of trash, site <br /> maintenance, the crosswalk installation, Signage for speed limits, parking delineation and Signage <br /> to convey notice the course in open to the public and dogs must be leased at all times. <br /> Mr. McManus indicated the Disc Golf Club is a non-profit 501c entity. To leverage CPA <br /> funding grants would be sought for this project. Unused funding would be returned to the CPC. <br /> Additional public comment was received from Brian Everett making note of an article that <br /> appeared in the Cape Cod Times in 2008 regarding a number of incidents that occurred at <br /> Burgess Park and at the Cape Cod Community College. There were multiple arrests for drinking <br /> and drug use at the disc golf sites which prompted the college course to close. <br />
