5
Community Preservation Committee
Minutes
Thursday, February 2, 2023
Andrew McManus, Cape Cod Disc Golf Club; Proposal for 18-hole Disc Golf Course; 156 and
162 Ashumet Road, Mashpee: (continued)
Mr. McManus indicated the article painted disc golf negatively, and these types of incidents
could happen anywhere. In 2010 the Cape Cod Disc Golf Club was formed. With a responsible
entity such as the Disc Golf Club a negative situation has turned positive.
In closing members of the CPC commented favorably on the disc golf as a new and positive
recreational activity in this section of the Town of Mashpee. An influx of people would support
a mini type of economic development in this area creating increased business opportunities with
the local establishments. It is hopeful the neighbors would be supportive of the proposal. The
public would also have the benefit to use the additional walking trails.
Motion made by Ms. Waygan to approve and recommend to the May 2023 Special Town
Meeting the 18-hole Disc Golf application in the amount of$200,000 with funding to derive
from the 10% Open Space/Recreation Reserve, and further, to require a Memorandum of
Agreement and/or Lease Agreement as advised by the Select Board and Town Counsel.
Motion seconded by Mr. Klein.
VOTE: Motion carries. 7-1.
Roll Call Vote:
Ms. Russell, yes Mrs. Thayer, yes Mr. Hyde, yes Ms. Waygan, yes
Mr. Weeden, no Ms. Barbee, yes Mr. Klein, yes Mr. Colombo, yes
Opposed, (1)
Affordable Housing Trust; Request to Amend the Application:
At their meeting of January 23, 2023, the Affordable Housing Trust(AHT) voted to amend its
application to the Community Preservation Committee to $550,000.
It was noted the CPC previously approved the application of the AHT in the amount of$300,000
for affordable housing opportunities within the Trust's authority.
The additional funding request supported the potential acquisition of 31 Ashumet/474 Main, an
application submitted to the CPC by a private property owner. Unbeknownst to the Select Board
and the Community Preservation Committee the subject property was recently sold.
A brief discussion followed with respect to the benefit of transferring affordable housing funds to
the Affordable Housing Trust to be used exclusively for community (affordable) housing in an
efficient and effective procedure.
