2 <br /> *Monday,July 10, 2023 Charter Review Committee Minutes* <br /> Vote: Unanimous <br /> The Committee discussed approval of the draft minutes for June 20, 2023. <br /> Rodney Collins noted that on page 3 paragraph 2 of the June 20t" minutes the word predecessor <br /> should be changed to successor. <br /> Motion made by Carol Sherman to approve June 20, 2023 minutes with edits, motion <br /> seconded: <br /> Miller,yes Weeden,yes Collins, yes Furbush,yes Lewis, yes McKelvey, yes <br /> Sherman, yes Waygan, yes <br /> Vote: Unanimous <br /> Old Business <br /> Chair Miller asked if there was any general discussion or feedback from the Committee regarding <br /> progress of the committee to-date. <br /> Greg McKelvey suggested reviewing some of the public comments from the June 20th public <br /> hearing. <br /> Mary Waygan said that she would like to complete reviewing the charter first then circle back to <br /> the public comments. She had difficulty understanding Mr. Weiner's comments. <br /> Hard copies of Mr. Weiner's memo to the committee were handed out. <br /> New Business <br /> Committee member assessment/review/suggested actions: <br /> Continued review of Article#4 Town Manager <br /> The Committee resumed discussion of Article#4. <br /> Section 4.3 Delegation of Authority <br /> Mary Waygan recommended limiting the delegation of authority to a subordinate officer to that <br /> town officer's area of expertise. <br /> David Weeden mentioned that the suggestion had been brought up at the previous meeting. <br /> Cathy Lewis reiterated that Mary Waygan is suggesting that the duties and responsibilities that <br /> are delegated fall within the bounds of that individuals expertise. "You wouldn't want the Finance <br /> Director making decisions for DPW." <br /> Carol Sherman suggested having the definition of town officer in the definition. <br /> Mary Waygan also suggested adding "qualified". <br />
