category. Ms. Conn briefly reviewed the Quarterly Operating Statement for Quarter Ending
3/31/21. The column labeled PUM, stands for Per-Unit-Month, this is a tool that DIICD
utilizes to compare the unit costs across various housing authorities. 'I'lie board did not take a
vote on the June warrant(s), they will be placed on a future agenda. The budget for FY
6/30/2021 has not yet been approved by DHCD.
5. Executive Director's Report & Updates (Board vote as needed)—The Executive Director
transition has gone very well, and Carol is phasing out, this topic will be removed from
future agendas. The Rockland Trust signature cards were signed for submission. The board
briefly discussed the current bylaws, corrections have been noted and will be submitted as a
draft update at the next board meeting. Ms. Conn reported that there was a status conference
scheduled for July 19"'to establish the schedule for proceedings in the litigation case, there is
nothing new to report. Ms. Conn reached out to Mary Farrell of DHCD, and she informed us
that she received an inquiry from an interested party for the State Appointee position and she
forwarded it to the Governor's Office but has not received any updates. This process could
take quite some time. Ms. Conn briefly reviewed the Mandatory Omnibus Budget
Reconciliation Act (OBRA) of 1990 as distributed in the board packet. This is a mandatory
deduction that will be taken from part-time employees instead of Social Security. Mr.
Shackett moved approval of implementing the OBRA deduction instead of Social
Security, seconded by Mr. Fand. The motion carried 3-0-0.
6. Old Business: None.
7. New Business: The board briefly discussed the Mashpee Commons Expansion
Project, and commissioner Falid felt the Mashpee Housing Authority should get involved
because there was land and money possibly available. There is a meeting scheduled for July
13, 2021, with the Mashpee Affordable Housing Committee Where Buff Chace will be
presenting. There were too many uncertainties for the Mashpee Housing Authority to
entertain further discussion of this topic at the current time.
8. Other Business: None.
9. Correspondence/Communications: None
10. Next Meeting Date and Time: August 26, 2021, at 5:00 PM.
11. Adjournment: Mr. Shackett moved; Mr. Fabd seconded to adjourn the meeting.
The motion carried 3-0-0. The meeting adjourned at 5:56 PM.
Respectfully submitted,
Kimberly Conn, MPHA, C'P
Ex-Officio Secretary
Executive Director
