4. Board of Health Stable Regulation Discussion and Vote
Mr. Livingston made a motion to approve and accept the Stable Regulation which was seconded
by Mr. Raposa.

Roll Call Vote: John Livingston (Yes). Ed Raposa (Yes), Ernest Virgilio (Yes)
3 – 0 Unanimous.

5. Discussion of Board of Health Fee Schedule Change
Mr. Seabury explained that the Board of Health is working on a new fee schedule and making
changes to the fees. There will have to be a joint meeting with the Selectboard and the Board of
Health in order to implement the proposed changes. Mr. Seabury noted the Town fees are one
of the lowest rates on the Cape. Mr. Seabury stated that there will be a change to Title V
inspection fees. There will now be solid fee of $75 for Title V fees. The total increase is $400 on
the fee structure. This will hopefully generate revenue for the Town to use on other programs.
Mr. Livingston noted that he has been paying the same for over 20 years for his pool and the cost
of doing business has gone up. Mr. Seabury noted that the permit fees pay for the inspection
instead of the taxpayer.

Additional Topics:

Mr. Virgilio inquired about the Selectboard meeting attended by Mr. Seabury. Mr. Seabury discussed the
Cesspools in the Town noted that the Town was down to 1.79%. The Cesspools are being replaced with
upgrades reducing the count. Mr. Seabury indicated he is waiting to hear from the Sewer Commission on
their future sewer line plans. Mr. Seabury indicated his opinion that the Title V inspection should be tied
to a renovation (Increase in flow or change of foundation) for an upgrade not simply doing minor work
indicating he hoped the Board would back him up on that position. Mr. Virgilio supported this position.
Mr. Seabury noted future plans should include Zone 2. Mr. Seabury indicated that the Selectboard
complimented how well the Board of Health has done in such a short period of time. Mr. Seabury, also,
noted he would attending the next Sewer Commission meeting to see what the future sewer plans will
be.

There being nothing else, Mr. Livingston made a motion to adjourn, which was seconded by Mr. Raposa
which was unanimously approved.

th
The next Board of Health meeting is scheduled for June 20 , 2023 at 4:30 pm.

Respectively Submitted,

Bradford Pierce,
BOH Board Secretary
