Finance Committee <br />Minutes <br />August 3, 2023 <br /> <br /> <br />Mr. Lehrer and Ms. Faulkner explained Article #2 to the Committee stating that this Article disallows a <br />homeowner to rent out a primary home and an accessory dwelling unit (ADU) at the same time. This is a minor <br />amendment to the current Zoning Bylaw and allows a homeowner to reside in the accessory dwelling unit while <br />renting out the primary residence for no less than 12 months. <br /> <br />Mr. Lehrer explained that Article #3 is another amendment to the current ADU Bylaw. He stated that the <br />current dimensional criteria for an ADU is that the unit cannot exceed 40% of the gross floor area of the <br />principal dwelling. The proposed Bylaw will not allow an ADU to exceed 900 sq. ft. and cannot be less than 450 <br />sq. ft. <br /> <br />Article #4 was explained to the Committee stating that this Article will require a homeowner to rent a vacant <br />dwelling and must rent it for no less than 12 months. <br /> <br />Article #5 pertains to a proposed Tree Preservation Bylaw and was explained to the Committee. <br /> <br />It was explained that Article #9 requesting appropriation and transfer of $73,640 for the purpose of restoring 3 <br />Town burial grounds. <br /> <br />2. Discuss and take action on Warrant Articles #’s 1, 2, 3, 4, 5 and 9 which the Committee currently has on <br />hold. <br />A motion was made by Mr. McKelvey to remove the Hold on Article #1 of the Draft Town Warrant. <br />Motion seconded by Mrs. Furbush. <br />Motion passed by Unanimous Consent. <br /> <br />A motion was made by Mr. McKelvey to Recommend Article #1 of the Draft Town Warrant. <br />Motion seconded by Lee Smith. <br /> <br /> VOTE: Passed 6-0-0 <br />Roll Call Vote: <br />Mr. Pettengill, yes, Mrs. Furbush, yes, Lee Smith, yes, Mr. McKelvey, yes, Mr. Thompson, yes <br />Mr. Weiner, yes <br />Opposed, none <br /> <br />A motion was made by Mrs. Furbush to remove the Hold on Article #2 of the Draft Town Warrant. <br />Motion seconded by Mr. Weiner. <br />Motion passed by Unanimous Consent. <br /> <br />A motion was made by Lee Smith to Recommend Article #2 of the Draft Town Warrant. <br />Motion seconded by Mr. Weiner. <br /> <br />VOTE: Passed 6-0-0 <br />Roll Call Vote: <br />Mr. Pettengill, yes, Mrs. Furbush, yes, Lee Smith, yes, Mr. McKelvey, yes, Mr. Thompson, yes <br />Mr. Weiner, yes <br />Opposed, none <br />2 <br /> <br /> <br />
