BOARD OF LIBRARY TRUSTEES MEETING
Tuesday, May 09, 2023 6:OOPM
MASHPEE PUBLIC LIBRARY CONFERENCE ROOM
64 STEEPLE ST. MASHPEE, MA 02649
APPROVED: 07/11/2023
Present: Ann Macdonald, Joan Lyons, Mary LeClair, Ruth Nickerson, Sandi Lahart, Kate
Milde
Absent: Bethany Geatrakas
Also Present: Kathy Mahoney- Library Director, Lee Smith — Finance Committee Liaison
CALL TO ORDER
Co- Chair, Ann Macdonald, called the meeting of the Library Trustees to order at 6:02PM.
PUBLIC COMMENT
None
LIBRARY DIRECTORS REPORT
Town Meeting had 450 people in attendance. It went well and moved forward nicely and
finished before 10:00p.m. Ms. Mahoney was a judge in the Civility Contest. All the Library
Warrant Articles passed, most importantly staffing went through. They had a lot of support
across different boards and committees. Contract settlements went through for all
Departments, which included Library. Ms. Mahoney doesn't have a copy with the new budget
yet. Sandwich and Harwich had their Town Meetings and their library is comparable in size.
Harwich had an 8% increase and ours was $400K less than Harwich. Harwich had additional
money in their overall budget for new IT. Not all towns do it the same way. Harwich's materials
budget is $40K higher. We may want to look at more than the 16% of the operating budget.
Now we are operating fine-free to be more accessible. It saves staff time, but it's also $20K
that we are not getting. If a book is lost or damaged we still collect funds. The Municipal Grant
we receive just for meeting requirements. Our revolving account gets smaller and smaller each
year, with COVID we were able to hold on to some. Printing costs have to go to pay towards
the copy machine upstairs, which is $2,400/yr for the contract. They have not seen any
negative patron behavior, i.e. not returning of books after going fine free. Families with small
children benefit from this the most. DVDs are becoming obsolete across the board.
Some job descriptions have to be rewritten and the positions need to be changed to full time. It
isn't effective until July 01, 2023. Two people internally want to be full time. They will go
through the process after the job is posted and they will be interviewed. They are union
positions so we have the option of posting them internally only for union members. That would
mean they would have first dibs before any external posting. They would submit a letter of
intent and go through the process at the Town Hall. Circulation Assistant positions got a
generous salary increase. Step 5 is now Step 1 for them. Since 1977 only four people have
1
