6 Community Preservation Committee Minutes June 1, 2023 APPOINTMENTS & HEARINGS Vote on CPA Applications wand CPA osed for„thewOcto er 2023 Town eei Articles no 18m Hole Disc Golf Awp ligation m Andrew m cManus,,.Cate wCod Disc Golf- The Community Preservation Committee met with Andrew McManus,President of the Cape Cod Disc Golf Course to further review the project proposal. Mr. McManus has complied with the requests of the Committee by presenting an illustration/description of the draft course layout/access, tee pad schematics and photos of the recently constructed Oakcrest Cove disc golf course in the Town of Sandwich. Mr. McManus was noted to have provided a copy of the license agreement between the Cape Cod Disc Golf Club and the Town of Sandwich as well as the Memorandum of Understanding between the Club and the Town of Barnstable Recreation Department. Mr. McManus has also conducted additional outreach mailing letters to the abutters. The Club will also be holding a booth on Amity Day and have demonstrations on a planned mini course during this event. The Club is also willing to conduct additional outreach opportunities for the benefit of the Mashpee community. There was noted concern regarding gates that have recently been open to access the base. To alleviate concerns it was noted there is work being conducted in this area at this time. It was noted there is one abutter who is in opposition to the disc golf course proposal. It was recommended the proponents of the Cape Cod Disc Golf Club conduct additional outreach and obtain input from the resident regarding the design of the project possibly mitigating with privacy plantings. It was suggested that additional signage promote awareness requesting drivers to travel slowly. It was noted the course would be maintained by the Club volunteers. The work is extremely light, no irrigation, no fertilizer, no grass, no mowing. There may be more significant maintenance if there was a storm event. As the course develops,there would be a selective clearing of the trees. Mr. McManus is the noted Tree Warden for the Town of Mashpee. There is concern this proposal may become a destination for non-Mashpee residents. This may cause increased traffic,pollution and wear and tear on the Town's resources. Mr. McManus indicated there may be occasional tourists outside of Cape Cod. However, he does not see this type of impact as a systemic problem.
