Community Preservation Committee
Minutes
June 1, 2023
APPOINTMENTS &HEARINGS
Vote on CPA Alllicatons and CPA Articles lroosed for the Octoberm2023 Town Meetinw
1 S Hol _ w McManus Cafe Cod Disc Got£ (continued)ewDisc Gol Alication Andre
Mary K. Bradbury,Recreation Director was in attendance in support of the Disc Golf Course
proposal. In 2014 Ms. Bradbury recommended this type of activity in Mashpee. This project
would reach a group in the Mashpee community not currently served and promote additional
health and wellness. It is another recreational activity for residents. A group of respectable and
responsible players want to use this type of facility. This is also an opportunity for summer
camp use, recreational programs and lessons.
It was noted a Lease Agreement would detail all assumptions related to this proposal including
but not limited to responsibilities, speed limit signage, trash, crosswalks, the enforcement of
Town policies,no alcohol, coordination with recreation department regarding programming, and
the process assigned for Community Preservation Act funding reimbursements.
There has been no environmental study on the subject property. It is anticipated the Natural
Heritage and Species program would issue a determination letter as with the dog park and
pickleball court. There are no wetlands. There will be some soil compaction with foot traffic
and a minor alteration with habitat with select clearing for this project.
For disclosure, CPC member Paul Colombo indicated he works with Andrew McManus on a
day-to-day basis as a result of his position on the Conservation Commission.
Motion made by Mr. Hyde to approve and recommend to the October 2023 Town Meeting,
the Cape Cod Disc Golf project in the amount of$200,000 contingent upon a successful
License Agreement with the Select Board, with funding to derive from the CPC
Undesignated Fund Balance.
Motion seconded by Mr.Klein.
VOTE: Unanimous. 7-0-1.
Roll Call Vote:
Ms. Russell, yes Mrs. Thayer, yes Mr. Hyde, yes Ms.Waygan, yes
Mr.Weeden, yes Ms.Barbee, yes Mr. Klein, yes
Mr.Colombo, abstained Opposed, none
