<br />2005 test well was what the measurement was based off. Mr. Kent in response to Mr. <br />Colombo, noted there was ground water found at elevation 2 in the middle of the peninsula. <br />Mr. Kent went on to note that the BOH agent goes out on site during the digging to observe <br />the groundwater level. The applicant agreed that the plans would be subject to amendment <br />from the BOH. Mr. Cook raised the issue of the proposed parking under the structure noting <br />that there would be a wall in the back to adjust the grade raising the concern not merely of <br />groundwater but wave action hitting the wall. The applicant argued that the current structure <br />is much more a wave impediment. Chiming in, the owner indicated that cars would not be <br />parked under the structure rendering the garage issue moot. Mr. Colombo then raised the <br />issue of planting mitigation disagreeing with the calculation based on the buffer zone not <br />land subject to coastal flow (a resource area). The applicant argued there was a reduction <br />in structures and mitigation was not required since they were not asking for a waiver. Mr. <br />Colombo disagreed with the applicant’s interpretation. The applicant then went through a <br />laundry list of improvements arguing that the project was a great overall benefit (Building <br />code, plantings, et cetera). Mr. McManus’ comments indicated that there should be berm <br />separation as part of the conditions with monitoring. (Establishment of a 5 ft wide/2 ft tall <br />earthen berm separating lawn area from upper salt marsh. Said berm must be planted with <br />native shrubs and grasses adapted to semi flooded conditions and shown on a revised plan). <br /> <br />Mr. Cook made a motion to close and issue with the following conditions: (1) Establishment <br />of a 5 ft wide/2 ft tall earthen berm separating lawn area from upper salt marsh. Said berm <br />must be planted with native shrubs and grasses adapted to semi flooded conditions and <br />shown on a revised plan; (2) Submission of a two-year signed contract with a qualified <br />professional to monitor and maintain all mitigation plantings, including berm plantings (to be <br />shown on updated plans submitted to staff) which was seconded by Ms. Godfrey. <br /> <br />Roll Call Vote: <br />Steve Cook (Yes) <br />Erin Copeland (Yes) <br />Sandra Godfrey (Yes) <br />Paul Colombo (Yes) <br />4 – 0 (unanimous) <br /> <br />6:09 Southworth Mashpee Properties, LLC, 275 Quinaquisset Avenue.
