ADA Committee Meeting Minutes <br /> Waquoit Meeting Room <br /> Thursday, May 12, 2D22 <br /> Barnstable Disability Commission. K4[. 0urn mentioned that the bump outs in the <br /> Hyannis Beorse's Way Project were originally going to be gray but were changed to <br /> safety yellow and recommended that the Town of K4ashpee follow suite as the <br /> safety yellow can be seen in all levels of light and in all weather conditions. He also <br /> said that the K4ashpee Commons currently has red bump outs, but they have washed <br /> out overtime. <br /> Members discussed the process involved in order to change the "Committee" to a <br /> "ConlnnissiUn." Ms. Landry reviewed some ofthe history when the Town first sought <br /> to change the ADA Committee to a Disability Commission. A nnenno from legal <br /> counsel dated 3'13-05 suggested that there is "..no substantial difference in the <br /> authority of povvers—." Between a Disability Commission and the ADA "...as <br /> currently constituted." In addition, Ms. Landry stated that there is no record of the <br /> Town accepting the provisions of M.G.L. m.40, § EU, which would authorize the <br /> establishment of e Disability Commission. Select Board member John Cotton <br /> recommended that the committee revisit a possible change to Disability Commission <br /> once there are more committee members, as it would be m big undertaking. The <br /> committee was in agreement to hold this topic for future discussion. <br /> K4[. Blum noted that the Town of Barnstable Disability CODlDli3dOD is heavily <br /> involved in the municipal code and ADA code for parking. Mr. Morris mentioned that <br /> the state enforces AA8 rules as opposed to ADA at the federal level. The ADA does <br /> have the authority tn come inio get things into compliance. <br /> 3. Symposium Sponsorship <br /> Mr. Blum broughtforward the possibility of the committee sponsoring a symposium. <br /> As the new Chair of the committee, he recommended that the committee <br /> understand what the Town has currently for disability resources and would it be a <br /> possibility to iDC[8a3e those [e3UU[CeJ. He mentioned that the Town of Barnstable <br /> Disability Commission holds discussions with the Town Engineer, Architect and <br /> Department Heads at least once per year. Mr. Morris, as the Tovvn's Building <br /> Commissioner, reviewed his department's role in reviewing new commercial <br /> constructions plans for AAB (i.e. where a ramp would be located), however, there is <br /> not a lot of commercial construction going on, it is mostly residential. He added that <br /> a lot of the commercial construction ie already grandtothered. <br /> The committee will invite DPW Director Catherine Laurent and Recreation Director <br /> Mary Bradbury to the next meeting to speak about ADA compliance within their <br /> respective departments.
