6:09 80 Whippoorwill, Patricia A. Willis. Proposed septic system upgrade. Representative: RDA

Engineering Works, Inc.

The applicant explained the upgrade’s genesis was due to a real estate transaction. The
system requires an I/A upgrade being within the 300’ buffer. The I/A system will be a
Sludgehammer pretreatment system with an additional leeching field. Mr. Cook stated the
plan looked straightforward and noted the Sludgehammer system. Mr. McManus stated he
was impressed with the Sludgehammer technology after seeing a presentation and noted
the potential effects on phosphorus. In response to Mr. Colombo, the applicant was unsure
of the number of Sludgehammers in Mashpee. Mr. Copeland asked about the working of
the system in general – the pump deals with effluent which flows back. Mr. Colombo asked
about the maintenance – every 6 months with the biobag being replaced every year. The
applicant noted the Sludgehammer is up and running very quickly unlike other I/A systems.

Mr. McManus comments were as follows: There are no other wetland resource areas within
100 ft of the project scope. Nitrogen Loading Calculations provided at 11.87 ppm Nitrogen
Nitrate which falls under the minimum standard of 19 ppm per Regulation 30, so it meets
that performance standard. Board of Health comments require full compliance with I/A
system requirements. Septic system design to be reviewed upon submission. No increase
in living space proposed. Mr. McManus recommended a Negative Determination

Mr. Cook made a motion for a negative determination, which was seconded by Ms. Godfrey.

Roll Call Vote:

Steven Cook (Yes)
Erin Copeland (Yes)
Sandra Godfrey (Yes)
Marjorie Clapprood (Yes)
Paul Colombo (Yes)

5 – 0 (unanimous)

6:12 339 Monomoscoy Road, William P. and Roxanne M. Simmons. Proposed raze and NOI
43-3248
replace existing single-family dwelling and garage. Representative: BSS Design (continued
from 8/24)

The applicant went through the project noting an increase of 1,500 square feet under the
proposed raze and replace. The applicant noted the addition of FAST I/A system as required
by being within the 300’ buffer. The applicant went through the proposed removal of trees
and the mitigation proposed. Mr. Cook noted the plan addressed some of the concerns he
had, but concerns remained as presented in Mr. McManus’ comments. Ms. Copeland asked
about the Arborvitaes proposed – nonnative – being replaced with native species. The
applicant responded that the area was narrow and the need for access by vehicles to the
bulkhead in the event something happened. Ms. Godfrey raised the question of the Cherry
tree by the garage – needs to come down with the proximity of the proposed house (also not
native). Mr. Colombo asked about the nitrogen calculation whether it was based on pavers
or a gravel driveway – the calculation is not based on the older house but as proposed. Mr.
Colombo raised the issue of the tank by the garage – staying. Mr. Colombo noted that the
garage tank is not an I/A system and would cause the Nitrogen Loading Calculation to
increase. Regarding the required 2:1 mitigation under Regulation 12 (1465 sq. feet increase
requiring 2930 sq. feet of mitigation), Mr. Colombo noted the small amount mitigation. Mr.
