MASHPEE ZONING BOARD OF APPEALS
MEETING MINUTES
OCTOBER 11, 2023
Mr. Bonvie asked the audience for comments. There were none.
Mr. Bonvie addressed the Board and suggested that the homeowners meet with Catherine
Laurent, DPW Director who would be able to provide more detailed direction to remedy the
drainage situation. He stated as one member he is not asking that the homeowners do extensive
re -designing or drainage studies with an engineer. He is simply asking for more detailed input on
the situation from Catherine.
Mr. Bonvie asked Mr. Monroe if he is willing to continue the hearing. Mr. Monroe asked if he
will be required to wait the 20-day appeal period. Mr. Bonvie stated as one member he is in favor
of the project, but needs to hear back from the DPW Director. Mr. Bonvie explained that the 20-
day appeal period would not start until the Board votes on the application.
Mr. Monroe asked the Board for an extension until Wednesday, October 25, 2023.
Mr. Goldstein does not agree that the Board should delay the hearing. Mr. Furbush stated that the
drainage issue falls under Zoning. Mr. Goldstein stated as one member he would approve the
project with a condition that dry wells be installed to accommodate the down spouts installed on
the addition.
Mr. Furbush agreed with Mr. Bonvie. Mr. Blaisdell agreed. Ms. Sangeleer could move forward.
Mr. Bonvie stated that the members agreed 3-2 that the homeowners should have a discussion
with the DPW Director.
Mr. Tom Griffin, Contractor for the homeowners. He stated that the project has been delayed and
wanted to know if the Board could approve the addition. Mr. Bonvie stated that the Board has to
vote. Mr. Griffin asked if the homeowners are responsible for the cost of the drainage. Mr. Bonvie
said yes.
Mr. Bonvie stated that no one on the Board is an engineer and relies on the comments from the
department heads for input.
Mr. Blaisdell said that the water issue has nothing to do with the project. The Board just requires
clarification regarding the comments from the DPW Director.
Mr. Reidy wanted to know if the issue of the water runoff that is happening now due to the re-
construction of the road would, be the homeowners' responsibility or the DPW. Mr. Bonvie said
that would be part of the discussion the homeowners would have with the DPW Director.
Mr. Furbush made a motion that the Board accept the request for extension for 9 Woodland
Avenue until October 25, 2023. Ms. Sangeleer, second. All were in favor. No one opposed.
