5001 Amendment # 10 in the amount of $833,124.93, seconded by Ms. LeClair. Motion <br /> carried. 5-Ayes, 0-Nays. Ms. Conn discussed the Massachusetts Rental Voucher Program <br /> (MRVP), 5-Year contract renewal as prepared by Department of Housing and Community <br /> Development(DHCD) for FY2024—FY2028 (note correction to the agenda). This contract is for <br /> the subsidy payments of project-based and mobile vouchers. Ms. Conn also discussed the changes <br /> made to the MRVP programs and the excellent trainings being offered by DHCD to assist staff in <br /> implementing these changes. Ms. LeClair moved to approve, and the Chair execute the <br /> contract amendment for MRVP to extend the contract through June 30, 2028, seconded by <br /> Ms.Meizinger. Motion carried. 5-Ayes,0-Nays. The board then reviewed Public Housing Notice <br /> 2023-03,and the Asset Wage Match Certification. This annual certification going forward will be <br /> added to the Year-End Certifications voted at the end of the agency's fiscal year. Currently, only <br /> the Executive Director has access to the Wage Match System,and is following safeguarding tenant <br /> data, but the new Assistant Director will be provided with training and added to the online system <br /> once hired. Ms. Meizinger moved to approve that the Executive Director/Board Approval <br /> Regarding Wage Match, v2 Certification and compliance thereto as presented, seconded by <br /> Ms. LeClair. Motion carried. 5-Ayes, 0-Nays. <br /> 5. Executive Director's Report & Updates: Ms. Conn reported that there are five rentals <br /> outstanding, one at Great Cove, two at Breezy Acres, and two at Homeyer Village. The office <br /> called all residents today and only one resident was unreachable. The late rents are expected to be <br /> collected. Mashpee Housing Authority has no vacancies and is fully leased, two months in a row. <br /> The position of Assistant Director was offered and accepted by Jennifer Haskell; she is a current <br /> employee in the Property Manager position. The Property Manager position has been offered as <br /> of today to one of the applicants. There have been no resumes received for Resident Service <br /> Coordinator, we are considering outsourcing the position. Capital Project updates, Homeyer <br /> Village Balcony Repair project is 90% complete, with a possible change order to be voted at the <br /> next meeting. Projects getting ready to go out to bid, ARPA project for Breezy Acres Sidewalk & <br /> Catch Basin, and the building envelope at Breezy Way. <br /> 6. Old Business: Ms. Conn reported that the septic inspection has not been completed of the existing <br /> system, and she is working with the vendor to reschedule. Mr. Klein agreed to research small <br /> wastewater treatment plants to assist Ms. Conn in gathering data for the board, while Ms. Conn <br /> reaches out to DHCD on repurposing the grant. Mr. Klein reported that the CPC meeting <br /> scheduled for this evening had been cancelled, so there are no updates. The energy updates from <br /> the Lean Energy Audit are approximately 50%completed. Ms. Conn distributed a list of questions <br /> to the board for discussion at our next meeting. The OIG board member training, "know your <br /> responsibilities" is scheduled for April 20, 2023. DHCD is conducting a training on April 27, <br /> 2023, re: Board Member Fiduciary Responsibilities: How to Understand and Review Contracts. <br /> Ms. Conn will send the notice to all board members after the meeting. Ms. Conn will also resubmit <br /> the ethics Conflict of Interest Law Training from the Town of Mashpee to the board members. <br /> 7. New Business: Ms. Conn reviewed the update to the Personnel Policy, only revising the Holiday <br /> Schedule to include June I 91h aka Juneteenth. Ms. Meizinger moved to approve the 4/13/23 <br /> updated Mashpee Housing Authority Personnel Policy as presented, seconded by Ms. <br /> LeClair. Motion Carried. 5-Ayes,0-Nays. Ms.Conn presented the draft Asher's Path Affirmative <br /> Fair Housing Marketing Plan, & Update to Tenant Selection Plan. The changes are reflective of <br /> the updated census data since our last plan. The Affirmative Fair Housing Marketing Plan is part <br /> of the Tenant Selection Plan recently revised, so the vote should be to update both plans. Mr. <br /> Fand moved to approve the Asher's Path Affirmative Fair Housing Marketing Plan and <br />
