4. Executive Director's Report & Updates: Ms. Conn reported that there were five rents <br /> outstanding, one at Great Cove, one at Breezy Acres, and three at Homeyer Village, most likely <br /> two of the Horneyer Village rents will be written off' after the court cases are finalized. Ms. <br /> Meizinger Suggested issuing I 099's to those residents that have cancelled debt, Ms. Conti agreed <br /> and will research the process. There are Currently three vacancies in Mastipee with two at Asher's <br /> Path and one at Ilorneyer Village. Ms. Conn then reviewed the vacancies at Brewster I IA, fully <br /> leased, and Mattapoisett IIA, three vacancies. Ms. Corm hired Paige Medeiros as the part-time <br /> Resident Services Coordinator, and she started last week. Ms. Corm is working with the Town <br /> Clerks Off'ICC to submit the past due meeting minutes and is trying to get some of them posted <br /> before her vacation 8/17/23 8/25/23. Ms. Conti also reported that she met with the Town <br /> Manager, and Assistant"Town Manager, to discuss repairing the relationship between the I IOLISing <br /> Authority and the Town of Mashpee. She further Inquired about the Rental Assistance Program, <br /> and possible future development. A meeting has been scheduled with fluman Services to review <br /> the existing Rental Assistance Program. Capital Project <br /> iect updates, the ARPA project for Breezy <br /> Acres Sidewalk & Catch Basin is beginning on August 21, 2023, with Phase I tree removal <br /> scheduled. Ilomeyer Village accessible door repairs is approximately 95% completed with a final <br /> electrical part on back-order that will be installed once received. The bid package has been <br /> completed for the Breezy Acres Building Envelope and is awaiting 1`101 11,C approval before going <br /> Out to bid. <br /> 5. Old Business: Mr. Klein reported the following as the Community Preservation Conirnittee <br /> (CPC) Liaison, the CPC's current funding is 2% now, originally it was 3%, and now is being <br /> proposed to be reduced to 1% to cover the sewer infrastructure. The board discussed this topic in <br /> detail with mixed feelings. Mr. Klein reported that the CPC has funded approximately $4,850,000 <br /> in Housing projects or programs since 2006. The board further discussed the history of housing <br /> programs and parcels, including 950 Falmouth.Road, 209 Old Barnstable Road, and the Affordable <br /> 11OLISing 'l'rust, to mention afew. Ms. Conn then reviewed the schedule of upcoming serninars for <br /> the two classes recommended by the Office of Inspector General, the earliest date available is <br /> October 27,2023, for the"Boards and Commissions, Know Your Responsibilities", and December <br /> 1, 2023, for the "Contract Administration Overview". <br /> 6. New Business: The discussion of the proposed reduction in the CPC, surcharge was discussed <br /> earlier in the meeting. Ms. Conn reviewed the email received from Executive Offices of I lousing <br /> & Livable Communities regarding Mandatory Board Member Training. Ms. Conn reviewed the <br /> Utility Allowance Schedules proposed for certifications beginning in October, After a brief <br /> discussion about utility allowances, Ms. Allen moved to approve the Utility Allowance <br /> Schedules with an effective date of 10/112023 as proposed, seconded Ms. LeClair. Motion <br /> Carried. 5-Ayes, O-Nays. The board then reviewed the proposals for Tax & Auditing Services for <br /> Asher's Path, only one Accounting firm submitted a f'ornial proposal and a 2 nd firm submitted <br /> pricing. t.Jpon review of the cost differences, Ms. Meizinger moved to approve the proposal <br /> from Novogradac & Company for both Tax & Audit Services from 2023—2025 as presented <br /> and authorize Ms. Conn to execute contracts, seconded by Mr. Shackett. Motion Carried. 5- <br /> Ayes, O-Nays. <br /> 7. Other Business: None. <br /> 8. Correst)ondence/Communicitions: M. Conti reviewed the email and response to the Building <br /> Commissioner regarding Mailroom accessibility, as included in the board packet. <br /> 9.
