*APPROVED* (10-30-2023) 6 <br />*Monday, October 23, 2023 Charter Review Committee Minutes* <br />Member of the public comment: Ken Marsters: Remember, Town Clerk Jane Labute, positives for <br />both. Questions, popularity? Only Town Clerk? I am elected official — What if someone quits? <br />What if appointed? Vetting process can be wrong or voting process? Representing the voters? <br />John Miller: This is the Charter Review Committee, ultimately, all changes go to Town Meeting, <br />and all will be subject to the voters. <br />Ken Marsters: As long it is in the hands of Town Meeting I am comfortable with letting the voters <br />decide. <br />John Miller: We had a public hearing early in the process, need to be ready in February to come <br />to the voters at the May Town Meeting, this is one of the heftier issues of this Committee. <br />Don Myers: In the past Charter changes were presented to Town Meeting. <br />Deb Kaye: Was put into a Town Meeting, got lost in all of the articles. <br />Member of the public Anne Malone: High anxiety about this, conversation about this, what are <br />the functional advantages to appointed or elected, how does it affect the Town's operation? How <br />does it make the Town work better? <br />Mary Waygan: This is a gathering of information only. <br />Rodney Collins: If appointed, there would be a job description, training experience, qualifications, <br />scope of the job would be right there, then, it gets posted internally and externally, Human <br />Resources starts the process, an interview panel narrows down the candidates to a minimum of <br />1, maximum of 3. Then the appointing authority, Town Manager, interviews and then brings to <br />the Select Board for certification and confirmation of the new Department Head. <br />Anne Malone: How is this better? <br />Rodney Collins: The Town Manager determines if Department Head is doing their job. <br />Anne Malone: How does it improve? Rodney Collins: Accountability. <br />Minutes <br />Discussion and Approval of the Following: September 18, 2023 Minutes <br />It was pointed out that there are some things missing and amendments are needed. <br />Motion made by Carol Sherman to table approval of the September 18, 2023 minutes, <br />seconded by Darlene Furbush <br />Miller, yes Weeden, absent Myers, yes Collins, yes Furbush, yes <br />Lewis, yes McKelvey, yes Sherman, yes Waygan, yes <br />Vote: 8-0, 1 absent <br />
