3 <br /> *AMENDED* (APPROVED 10-30-23) <br /> Monday, September 18, 2023 Charter Review Committee Minutes* <br /> Mary Waygan asked the Town Manager to have his staff that works on the warrant to closely <br /> analyze all of the timelines to make sure it's working for them. <br /> Rodney Collins said that he understands that the budget timeline is a sore spot for many sources <br /> and time is of the essence, and is working on soliciting more information from departments <br /> regarding the timeline. <br /> Cathy Lewis said the school was also inquiring about the change to the timeline. <br /> Rodney Collins said that he would like to get the Finance Committees feedback as well as others. <br /> Generally most folks would like to see the timeline moved by charter <br /> Cathy Lewis said it would be nice to release the budget after state funding is released that way <br /> the School department would know what it will be getting as opposed to guessing. <br /> Mary Waygan also requested that a word search throughout the charter be done for the definition <br /> Town Officer if time allows. She also said she would provide any comments from the minutes she <br /> believes didn't make it into the notes via email. <br /> John Miller opened discussion on a proposed preamble being added to the charter. <br /> David Weeden distributed proposed charter amendment preamble to the Committee and <br /> preamble amendments 1, 2 and 3 for consideration. He referred to the town seal and as the next <br /> step t makes sense to address the charter. It's always good to be mindful of the Town's unique <br /> history. Omitting it would be an offense. <br /> The Committee continued the discussion on incorporating the preamble into the charter, likely <br /> prior to Article 1, and agreed that it was appropriate to include a preamble. Committee members <br /> also discussed the difference between a preamble and a land acknowledgement. <br /> David Weeden said that he hasn't shared with tribal council yet and would like to get feedback <br /> from them, he will be sharing it with tribal council at the next meeting. <br /> Carol Sherman suggested updating the Select Board on the progress of the Charter review <br /> committee. <br /> Rodney Collins said he would like to get official word from tribal council about the proposed <br /> preamble options. <br /> Motion was made by Rodney Collins to support inserting a preamble into the Town Charter with <br /> the content to be determined by the Town and Tribal Council, motion seconded by Carol <br /> Sherman: <br /> Miller,yes Weeden,yes Myers, yes Collins,yes Furbush,yes <br /> Lewis,yes McKelvey, absent Sherman,yes Waygan, yes <br /> Vote: Unanimous 8-0 (1 absent) <br />
