6 <br /> Community Preservation Committee <br /> Minutes <br /> September 14, 2023 <br /> APPOINTMENTS & HEARINGS <br /> Public Hearing—Informational Meeting on the Needs Possibilities and Resources of the Town <br /> of Mashpee as they relate to Historic Preservation Recreation Affordable Housing and Open <br /> Space for the funding of projects at the May 2024 Town Meeting: (continued) <br /> The Public Hearing was opened to solicit comment. <br /> Ann Malone of Red Cedar Road asked if the CPC is required to set aside funds each year. <br /> Under the Community Preservation Act,the CPC is required to set aside 10% of the Budget for <br /> Appropriation Reserve into the respective categories; 10% Open Space/Recreation Purposes <br /> Reserve,the 10%Historic Purposes Reserve and the 10%Affordable Housing Purposes Reserve. <br /> Richard DeSorgher a resident of Shields Road, and a member of the Historical Commission <br /> indicated the CPA has given tremendous support to historic preservation. Mr. DeSorgher stated <br /> he was before the CPC requesting funds to restore the Lakewood Cemetery. The same format <br /> will be presented to the voters to fund the Ancient Burying Grounds Restoration project. The <br /> restoration of these cemeteries is a great contribution to the Town of Mashpee. <br /> Mr. DeSorgher indicated the first phase of Veterans Monument project is near completion. Any <br /> unused funds would be returned to the CPC coffers. In the subsequent phase CPA funding will <br /> be requested to allow for an additional Veteran's Monument to honor those who served in the <br /> Afghanistan war. This project may be referenced as the Persian Gulf Wars. <br /> In addition to the monuments Mr. DeSorgher commended the addition of the Community Park <br /> and Community Gardens funded through the CPC. Old ancient pathways are a part of <br /> Mashpee's history and it is hopeful a historical path with signage would connect the park to the <br /> gardens. Through signage those visiting and using the path would gain knowledge of the history <br /> of the Town of Mashpee. <br /> Ava Costello a member of the Historical Commission added that a few ideas are under <br /> consideration. This includes a whaling monument to celebrate whaling as a part of Mashpee's <br /> history. Ms. Costello stated it is hopeful the voters will approve the petition article for land <br /> acquisition planned to create a traditional Wampanoag Village. This would be a keystone for <br /> Mashpee, and a tremendous opportunity to develop a destination. The site is in proximity to the <br /> Museum and the Parsonage, and lies within the Historic District. <br />
